Industry insiders say that the active participation of all parties will continuously stimulate the potential of China's data element market and accelerate the development of the digital economy. Data has become a key 'raw material' for the development of the digital economy, and with its strong value potential, it has become an important driving force for promoting economic and social development. According to data from the China Institute of Information and Communication Technology, the scale of data transactions in China exceeded 70 billion yuan in 2022, and it is expected that the overall market size will exceed 220 billion yuan in 2025. At the end of last year, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Building a Data Infrastructure System to Better Play the Role of Data Elements", also known as the "Twenty Data Articles" in the industry, was officially released. On October 25 of this year, the National Data Bureau was officially listed. Recently, governments in Shanghai, Guangdong, Beijing, Hubei, Guizhou and other regions have also taken action to release policy documents and explore the basic system of data elements. These policies will focus on promoting the cultivation of a data element market, involving regulating public data authorization operations, precise data element registration service management, and promoting compliant and efficient circulation and trading of data elements. Among them, building a unified data platform is one of the focuses of multi regional policies. For example, the General Office of the People's Government of Guangxi Zhuang Autonomous Region issued the "Interim Measures for the Marketization Development Management of Guangxi Data Elements" on November 7th, which proposed exploring the establishment of a unified and efficient data property registration system, planning and constructing a unified public data operation platform, and establishing a healthy data security guarantee system. The Yunnan Provincial Development and Reform Commission recently released an opinion announcement on the "Yunnan Provincial Public Data Management Measures (Draft for Soliciting Opinions)", which shows that the provincial public data regulatory department will coordinate the planning and construction of a unified public data platform throughout the province. Each state (city), county (city, district) will no longer build its own level public data platform to provide support for public data processing activities. While promoting the construction of the basic system of the data element market in local areas, the data element industrial parks with distinctive operations have also blossomed in multiple locations throughout the country, taking on the heavy responsibility of industrial agglomeration and large-scale operation. At present, industrial parks in Zhangjiang, Shanghai, Futian, Shenzhen, and other places have been established to provide advanced institutional guarantees and supporting facilities with data elements as the core, and innovative exploration of industrial park operation models has been carried out in their respective industries of expertise. The currently officially launched Beijing data infrastructure system pilot zone has attracted widespread attention from the market. According to the overall goal of creating a clear data pioneer zone in the plan, by 2030, Beijing will gather a total of 100 PB of high-value data assets, with a data transaction volume of 10 billion yuan and a data industry scale of over 100 billion yuan. The creation plan also specifies that Beijing will create a "2+5+N" data pioneer area infrastructure technology architecture. The Beijing data infrastructure system pilot zone has brought comprehensive industrial support and upstream and downstream enterprise clusters to enterprises, which will be beneficial for enterprises to explore a broader market and continuously empower data assetization.
