Talent is the primary resource for technological innovation. We need to optimize the innovation industry environment, strengthen the development and utilization of human resources, increase policy support for talent revitalization, create more entrepreneurship and innovation platforms, and support the introduction and retention of talents in Northeast China. To promote the comprehensive revitalization of Northeast China, more attention should be paid to promoting industrial innovation through technological innovation and accelerating the implementation of scientific research achievements. From the beginning, technological innovation must adhere to the principle of enterprise as the main body, market-oriented, and deep integration of industry, academia, research, and application. By promoting the deep integration of innovation and industry chains, encouraging deep cooperation between entrepreneurs and scientists, improving the transformation and industrialization level of scientific and technological achievements, continuously cultivating new industries with new technologies, and leading industrial upgrading.
