The position of a major intellectual property country has been firmly established. In September 2021, the Central Committee of the Communist Party of China and the State Council issued the "Outline of Building an Intellectual Property Country (2021-2035)", which outlines the grand blueprint for building an intellectual property country oriented towards socialist modernization from six aspects. In more than two years, the China National Intellectual Property Administration, together with the National Copyright Administration and other departments, has deeply implemented the strategy of strengthening China's intellectual property rights, strongly supported innovation driven development, and accelerated the construction of China's intellectual property power. The intellectual property system is constantly improving. The newly revised Patent Law, Trademark Law, and Copyright Law have been smoothly implemented. The revised draft of the Implementing Regulations of the Patent Law has been reviewed by the Executive Meeting of the State Council. The patent examination policies and standards for new fields and formats such as big data, artificial intelligence, and genetic technology continue to be improved. The status of a major intellectual property country has been firmly established. According to the statistics of the China National Intellectual Property Administration, by September 2023, the number of effective invention patents and trademarks in China has reached 4.805 million and 4.5122 million respectively; In 2022, the annual registration volume of copyrights reached 6.353 million. PCT has ranked first in the world in terms of international patent applications for four consecutive years. China ranks 12th in the Global Innovation Index report released by the World Intellectual Property Organization, and for the first time, its number of global top 100 scientific and technological innovation clusters has jumped to the top of the world. The transformation and application of intellectual property continue to strengthen. China has formulated and implemented the "Plan", accelerating the implementation of patent opening and licensing systems. The added value of patent intensive industries and copyright industries accounted for 12.44% and 7.41% of GDP respectively, effectively promoting high-quality economic development. The protection of intellectual property rights is constantly increasing. China has established a high standard punitive compensation system for infringement, established 103 national intellectual property protection centers and rapid rights protection centers, and initiated the construction of national intellectual property protection demonstration zones.
