In his keynote speech, Ying Yong pointed out that the Johannesburg Declaration issued by the 15th BRICS Leaders' Meeting proposed to "strengthen international cooperation through information sharing networks and judicial assistance, combat illegal financial flows, combat corruption havens, and support investigations, prosecutions, and illegal asset returns in accordance with the domestic laws and regulations of BRICS countries."
