Advanced manufacturing clusters are an advanced form of deepening industrial division of labor and agglomeration development. Having a group of advanced manufacturing clusters with international competitiveness and influence is an important symbol of a strong manufacturing country. Compared with traditional industrial clusters, advanced manufacturing clusters have stronger comprehensive strength, higher innovation level, and better collaborative cooperation. Advanced manufacturing clusters are the key to adjusting and optimizing the layout of the industrial chain, and have become the focus of international industrial competition. The world's major manufacturing powers have a group of advanced manufacturing clusters with global influence, such as the Silicon Valley high-tech information industry cluster in the United States, the Kyushu Island semiconductor industry cluster in Japan, and the Stuttgart automotive industry cluster in Germany. Cultivating and developing advanced manufacturing clusters also helps to enhance the quality and competitiveness of China's manufacturing supply system, promote the manufacturing industry to move towards the mid to high end of the value chain, and enhance the resilience and safety level of the industrial chain supply chain. At present, the Ministry of Industry and Information Technology has selected 45 national advanced manufacturing clusters, with a total output value exceeding 20 trillion yuan last year. They are the main force of manufacturing innovation. The development of advanced manufacturing clusters requires close collaboration. Currently, various regions are taking the creation of advanced manufacturing clusters as an important lever to promote the local industrial economy towards a new stage, and a large number of advanced manufacturing clusters have emerged. However, it should be noted that clusters are not only geographically adjacent enterprises and institutions, but also groups that can generate "chemical reactions" in terms of products, capital, information, and other aspects. Only in this way can we truly form industrial connections, improve production efficiency and market response speed through close interaction and division of labor cooperation, reduce production, transaction, and logistics costs, form a professional market that accompanies each other, transform individual combat into collaborative combat, enhance risk resistance, accelerate the pace of multi-agent collaborative innovation, and rapidly drive economic growth. However, the problems of "gathering without grouping" and difficulty in collaboration still exist. At present, some industrial clusters in China still have insufficient internal collaboration, with low correlation and no interaction between enterprises, making it difficult to form close upstream and downstream relationships. Cross regional industrial clusters are even more difficult to cooperate and share, and the scale effects and competitive advantages that clusters should have played, such as collaborative innovation, resource clustering, cost reduction and efficiency increase, are also greatly discounted. As one of the developed countries that promoted industrial cluster planning earlier, Germany adopts a classified governance system for cultivating and developing advanced manufacturing clusters, which includes policies aimed at differentiated development of individual industries, as well as special policies aimed at reducing regional disparities, advocating cross industry and cross regional collaborative innovation development, and supporting cross regional cluster cooperation. This is worth learning from. We need to make greater efforts to cultivate a cluster ecosystem with efficient gathering of factors and smooth circulation. On the one hand, we need to guide the acceleration of factor resources such as technology, finance, talent, and data towards advantageous clusters
