Strengthening Supervision, Seeking Cooperation, Accelerating Global Governance with Artificial Intelligence

With the rapid development of artificial intelligence technology and applications, the governance of artificial intelligence on a global scale is also accelerating. Intensive efforts have been made by multiple countries to strengthen the development and regulation of artificial intelligence, deepen communication and cooperation, and actively formulate relevant international standards and rules. Analysis shows that strengthening regulatory cooperation in the international community is conducive to promoting the formation of a widely agreed artificial intelligence governance framework and promoting the healthy and orderly development of global artificial intelligence technology. In recent years, the development of artificial intelligence has driven profound changes in production and lifestyle. At the same time, the development of artificial intelligence also faces challenges and risks in areas such as security, fairness, privacy, ethics, and law, and urgently needs to strengthen supervision and governance. Governments around the world are actively strengthening supervision and regulation of the artificial intelligence industry, establishing and improving relevant laws, regulations, and policy systems, and global regulatory policies are gradually improving. In June of this year, the plenary session of the European Parliament voted to approve the negotiation authorization draft for the proposal of the "Artificial Intelligence Bill", which entered the final negotiation stage of EU legislation strictly regulating the application of artificial intelligence technology. This is the world's first regulation on artificial intelligence. In October, US President Biden signed an executive order setting new standards for artificial intelligence security. The White House said in a statement that this executive order will protect the privacy of American citizens, promote fairness and civil rights, safeguard the rights of consumers and workers, and promote innovation and competition. According to US media, this is the first major binding action taken by the Biden administration on artificial intelligence technology. Other countries are also actively formulating and implementing relevant policies to promote the rational use and development of artificial intelligence. For example, France, Germany, and Italy are developing a strategic vision for artificial intelligence, discussing joint projects and additional investments in Europe, and managing risks through the introduction of AI regulatory regulations. At the same time, the international community is also strengthening communication and cooperation, actively formulating international standards and rules, addressing the challenges and problems brought by artificial intelligence technology, and promoting the healthy and orderly development of artificial intelligence technology worldwide. On October 26th, the United Nations announced the establishment of the "High Level Advisory Body on Artificial Intelligence", responsible for analyzing international governance in artificial intelligence and proposing policy recommendations. On October 30th, the Group of Seven countries released an international code of conduct for organizations developing advanced artificial intelligence systems, aimed at promoting safe, reliable, and trustworthy artificial intelligence. At the recently held third "the Belt and Road" International Cooperation Summit Forum in Beijing, China put forward the Global AI Governance Initiative, systematically elaborated the AI governance plan for China around the three aspects of AI development, security and governance, and proposed that all countries should strengthen information exchange and technical cooperation to jointly prevent risks. China expresses its willingness to work with all parties to strengthen communication and exchange on artificial intelligence security governance, and actively contribute wisdom to promoting the formation of an international mechanism with universal participation and a governance framework with broad consensus. At the beginning of this month, the first Artificial Intelligence Security Summit held in Bletchley Park, UK, released the Bletchley Declaration. According to the Declaration, participating countries and regions agree to work together to create an "internationally inclusive" cutting-edge artificial intelligence security scientific research network to address the challenges of artificial intelligence that are not yet fully understood
