Since September this year, more than 10 super large and mega cities in China have adjusted and optimized the purchase restrictions on commercial housing. What will be the impact on the real estate market of the "relaxation" of purchase restrictions, coupled with the new policies introduced in the second half of the year, such as "buying a house but not a loan", and a decrease in the down payment ratio for second homes? Our reporter conducted an interview. Under the purchase restriction policy, residents in multiple second tier cities have to consider not only their financial level but also whether they have the qualifications to purchase a house. On August 25th, Jiaxing, Zhejiang Province issued 21 new real estate policies, clarifying that starting from the date of the measures, there will be no longer restrictions on the number of residential units purchased by households, and all commercial housing (including previously restricted housing) will no longer be restricted from transfer. This approach has attracted widespread market attention. Subsequently, multiple large and medium-sized cities in China have successively introduced relevant policies to optimize and adjust the previously implemented housing purchase restriction policies. Some cities have explicitly abolished housing purchase restrictions. For example, Wuhan in Hubei Province has cancelled the housing purchase restriction policy within the Second Ring Road, while Wuxi in Jiangsu Province has proposed to cancel the purchase restriction policy throughout the city. Most hot cities have optimized their housing purchase restriction policies. For example, Chengdu, Sichuan has issued a notice on further optimizing policy measures to promote the stable and healthy development of the real estate market, proposing that the directly managed areas of Tianfu New Area, the southern park of Chengdu High tech Zone, Jinjiang District, Qingyang District, Jinniu District, Wuhou District, and Chenghua District in Sichuan will continue to implement housing purchase restrictions and unify them into one restricted area. Other areas will no longer be eligible for purchase. Hangzhou City has issued a notice clarifying that the scope of housing purchase restrictions in Hangzhou has been reduced from the previous Shangcheng District, Gongshu District, Xihu District, Binjiang District, Xiaoshan District, Yuhang District, Linping District, Qiantang District, and Fuyang District to Shangcheng District, Gongshu District, Xihu District, and Binjiang District. According to the monitoring of China National Academy of Technology, since September, the relaxation of purchase restrictions in various regions has mainly involved comprehensive relaxation of purchase restrictions, reduction of purchase restriction areas, cancellation of purchase restrictions for specific areas, and optimization of purchase restrictions for talents or families with multiple children. From the perspective of city lines, currently, second tier and new first tier cities in China, including Nanjing, Suzhou, Qingdao, etc., have announced the cancellation of purchase restrictions. In specific areas of first tier cities such as Beijing, Shanghai, Guangzhou, and Shenzhen, the existing purchase restriction policies have also been adjusted to some extent. For example, Jinshan District in Shanghai has clearly stated that talent purchase policies will be implemented in three key areas, namely Binhai City, Gaoxin Community, and Tingfeng Community, for key transformation areas. Guangzhou proposed to adjust the implementation area of the housing purchase restriction policy.
