The 2023 Hangzhou International Talent Exchange and Project Cooperation Conference, with the theme of "Open Cooperation, Innovation and Entrepreneurship", opened on November 12th. A series of forum activities and policy measures indicate that Hangzhou has once again thrown an "olive branch" towards global high-level talents and high-energy projects. At the opening ceremony of the conference, the organizers of the Zhejiang Provincial Party Committee and Government, the European and American Student Union, and the leaders of Hangzhou City delivered speeches, jointly explaining the theme of the conference: focusing on high-quality development, leveraging the Asian Games to attract global young talents and expand the field of talent development, and helping to build Hangzhou into a science and innovation highland that various talents aspire to. Hangzhou has been selected as the "most attractive Chinese city in the eyes of foreign talents" for 13 consecutive years. Tang Fuqiang, Director of the Foreign Talent Research Center of the Ministry of Human Resources and Social Security, released the results of the 2022 "Charming China - the Most Attractive Chinese City in the Eyes of Foreign Talents" theme event at the opening ceremony. According to a questionnaire survey of foreign talents from three dimensions: job satisfaction, life convenience, and environmental friendliness, Hangzhou ranked fourth in the 2022 China Urban Foreign Talent Attraction Index. The conference announced that Hangzhou will launch the "Youth Lotus Plan" to attract and gather global young talents, and launch a series of activities such as the "FIND HZ" for overseas talents. This conference will also hold more than 50 rich and diverse series of activities, including the 4th China International Student Forum, 2023 West Lake Dialogue, Foreign Talent Innovation Achievement Exhibition and Project Docking Meeting, "Maker World Hangzhou Towards the Future" 2023 Hangzhou Overseas High level Talent Innovation and Entrepreneurship Competition, and Rural Talent Revitalization and Promotion of Common Prosperity Conference, to build a multi-dimensional platform for high-end talent exchange at home and abroad. The exhibition of innovative technological achievements by foreign talents has become a major highlight of this conference. The project docking meeting will showcase the important achievements of foreign talents in innovation, entrepreneurship, and cooperation and exchange in Hangzhou from multiple dimensions, including physical objects, pictures, videos, and on-site experiences. The event invited 31 foreign expert institutions, including the research institute of the Fraunhofer Association in Germany, the National Institute of Computer and Automation in France, the University of Thackeray in Paris, the Italian Institute of Technology, and the Japanese Agency for the Revitalization of Science and Technology, as well as over 130 high-level talents from overseas in Hangzhou to participate in the roadshow negotiations with projects and technologies. It is reported that the conference will also focus on industries and fields such as synthetic biology, environmental health, artificial intelligence, advanced materials, and intelligent manufacturing, organize a series of academic exchange activities, conduct discussions around core technologies, basic research, innovative applications, and other fields, showcase the latest research results, and create an international platform for industry university research exchange and cooperation.
