The 2023 Academic Annual Meeting of the Legislative Yuan Research Association of the China Law Society was held in Tianjin from the 11th to the 12th. Wang Chen, President of the China Law Society, attended the opening ceremony of the annual conference and delivered a speech. Wang Chen pointed out that legislation is the prerequisite and foundation for comprehensive rule of law. Legislative research bears the important mission of providing scientific theoretical support for the construction of the rule of law in China and cultivating high-quality legislative talents, playing an important role in the process of comprehensive rule of law. In recent years, the Legislative Yuan Research Association has united legal professionals engaged in legislative theoretical research and legislative practice from various aspects, summarized legislative achievements, sorted out legislative experience, solved legislative problems, promoted legislative work, and trained legislative talents, making positive contributions to continuously improving the socialist legal system with Chinese characteristics centered on the Constitution. Wang Chen emphasized that the comprehensive construction of a socialist modernized country requires new tasks and requirements for the construction of the rule of law, especially for legislative work. On the new journey of deepening legislative research, we must adhere to the correct political direction, deeply understand the decisive significance of the "two establishment", firmly achieve the "two maintenance", and firmly follow the path of socialist rule of law with Chinese characteristics. We need to establish a solid cultural foundation, deeply understand the significant significance of the "two combinations", and enable the creative transformation and innovative development of China's excellent traditional legal culture, becoming an important source of water for strengthening and improving legislative work in the new era. We should highlight the practical orientation, focus on the key and difficult points of legislation, conduct precise research, conduct in-depth research on the issues of "how to establish" and "how to say", and promote the continuous improvement and efficiency of legislative theoretical research. We need to strengthen talent cultivation and provide high-quality legislative talents for improving the socialist legal system with Chinese characteristics.
