To implement the "Fengqiao Experience" in the new era at the grassroots level, it is necessary to actively promote the construction of democratic rule of law villages and democratic rule of law communities, improve the system of grassroots people's autonomy, unleash the enthusiasm, initiative, and creativity of grassroots people, and prevent and resolve conflicts and disputes from the source. The Constitution of the People's Republic of China stipulates that all power of the People's Republic of China belongs to the people. The grassroots mass autonomy system is one of the basic political systems in China, and its development has a profound historical foundation. The provisions of Article 111 of the current Constitution of our country have laid an important foundation for the organization and legalization of organizations such as the Public Security Commission, the People's Mediation Commission, and the Public Health Commission. It is a high recognition and absorption of work related to security and mediation since the Provisional Organization Regulations of the Public Security Commission in 1952 and the Provisional Organization General Principles of the People's Mediation Commission in 1954. The management of villages needs to respect local cultural customs and be based on the actual conditions of local economic and social development. In the development process of the "Fengqiao Experience", Fengqiao created relevant mechanisms tailored to local conditions, strengthened village level organizational strength, and promoted the development of people's mediation, public security, water conservancy construction, and other work. Especially in recent years, Fengqiao Town has continuously strengthened the construction of village level party branches and collective economic organizations. The village committee has established a people's mediation committee, a public security committee, a public health committee, and a regional water conservancy association, all of which have achieved significant development, effectively ensuring the healthy development of rural collective economy and social order stability. The People's Mediation Committee has a profound historical and mass foundation in China. According to Article 7 of the People's Mediation Law of the People's Republic of China, the People's Mediation Committee is a mass organization established in accordance with the law to mediate civil disputes. The people's mediation system has been an important way for the masses to self manage, educate, and restrain themselves since its inception. Mediation organizations are a good form of organization that promptly mediates and handles civil disputes, facilitates the masses, enhances unity, and is conducive to production. In rural society, village level mediation is undoubtedly the "first line of defense" for resolving conflicts and disputes. It is not only familiar with people, places, and situations, but also time-saving, cost-effective, and labor-saving. In 1950, some townships in Zhuji County, Zhejiang Province began to establish people's mediation organizations to mediate civil disputes. In 1951, mediation committees were established in 141 townships throughout the county, with one mediator each in 12 districts and Chengguan Town. Mediation cadre meetings were held to train mediation backbone members. In 1954, the State Council issued the "Provisional Organizational Rules for the People's Mediation Committee", which stipulated the nature of the mediation committee. The mediation committee is a mass mediation organization, and mediators not only need to mediate cases, but also cannot ignore production work. However, it does not mention the subsidy or compensation matters of the mediation committee. In practice, the work enthusiasm of people's mediators is mainly supported by political encouragement and moderate job subsidies. After the promulgation of the "Regulations on the Work of Rural People's Communes (Draft)" in 1961, the production enthusiasm of members increased, the concept of ownership was strengthened, and disputes between collectives caused by mountains, forests, land, water conservancy, and agricultural tools increased significantly.
