This is China's first specialized comprehensive legislation on the protection of minors' internet, with a focus on regulating the content of online information, protecting personal information, and preventing internet addiction. It will be officially implemented from January 1, 2024. The online protection of minors is related to the future of the country and the hope of the nation, as well as the happiness and peace of billions of families. Experts say that the "Regulations" aim to create a network environment conducive to the physical and mental health of minors, safeguard their legitimate rights and interests, provide strong legal protection for the protection of minors' networks, and mark a new stage in the construction of the rule of law for the protection of minors' networks in China. According to statistics on providing solid institutional guarantees, as of June 2023, the number of Chinese internet users has reached 1.079 billion, and the number of underage internet users has exceeded 191 million. In recent years, the rapid development of the Internet has expanded the space for minors to learn and live, and has also sparked attention from the whole society to the issue of online protection for minors. Previously, the Law on the Protection of Minors had added a special chapter on network protection, and departments such as the Central Cyberspace Information Office, the National Press and Publication Administration, and the Ministry of Culture and Tourism have also issued relevant regulations on the protection of minors' networks. The Regulations consist of 7 chapters and 60 articles, mainly clarifying the principles, requirements, supervision and management system for the protection of minors' network, the promotion of minors' network literacy, the standardization of network information content, personal information network protection, and the prevention and control of network addiction.
