Experts Hotly Discuss the Development Trend of Globalization: Opening up Dividends Helping World Economic Recovery
2023-11-10
On November 5th, the 6th China International Import Expo opened in Shanghai. At the release of the World Open Report 2023 (hereinafter referred to as the "Report") and international seminar of the 6th Hongqiao International Economic Forum held at the same time, Chinese and foreign guests unanimously stated that economic globalization is an objective requirement for the development of social productivity, an inevitable result of technological progress, and a necessary path to meet the needs of a better life for humanity. Its development trend is irreversible, and the aspirations of various countries for peace and development are also unstoppable. Nobel laureate in economics, Pizarides, stated that there is abundant diversity in the world, and openness will enable people to utilize this diversity for the benefit of humanity. The purpose of economic development is to eliminate poverty and improve human well-being, rather than making the rich richer and the powerful more powerful. Openness helps to achieve this ultimate goal. A world where society, culture, and economy are intertwined, where thinking collides, and people interact with each other is superior to a closed system. Understanding each other's culture and social customs is a prerequisite for peaceful coexistence; The exchange of materials and ideas helps to broaden the perspective of individual isolated countries. Huang Qifan, Executive Vice Chairman of the Academic Committee of the National Innovation and Development Strategy Research Association and former Mayor of Chongqing, summarized five characteristics of China's new development pattern: firstly, from the export-oriented trade policy in the past few decades to promoting two-way trade balance and surplus deficit balance. The second is that the country's regional opening-up policy has shifted from starting from coastal areas to opening up together in the east, west, north, south, and central regions. Thirdly, China's investment policy has shifted from focusing more on introducing foreign investment into China in the past, to now encouraging foreign investment into China while also emphasizing the "going global" investment of Chinese enterprises. The fourth is that China continues to expand the field of attracting foreign investment. The fifth is to shift from encouraging the flow of goods and factors in the past to focusing more on institutional openness such as rules, regulations, management, and standards. Wang Xiaojuan, a professor at the University of the Chinese Academy of Social Sciences and president of the China Industrial Economics Society, stated that currently, in a globally open environment, trade and investment are showing a trend of stabilizing their total volume, decreasing their proportion, and deepening their division of labor. Service trade and digital economy are the fields with the highest degree of compatibility in digital technology. China's digital industry has a good foundation, and from the domestic market to the development of the digital industry, from infrastructure to digital enterprises, it will have strong competitiveness in the era of globalization. Long Guoqiang, Deputy Director of the Development Research Center of the State Council, stated that currently, economic globalization is undergoing profound adjustments. On the one hand, opportunities and challenges coexist, but uncertain and unpredictable factors are increasing, and the connotation of opportunities and challenges is also undergoing profound changes. In the context of such a new globalization, we still need to remain steadfast in opening up, but not pursue the same old path as before. In this regard, we must implement the major strategic deployment determined by the 20th National Congress of the Communist Party of China and firmly promote high-level opening up. Professor Cheng Yongnian from the Chinese University of Hong Kong (Shenzhen) and Dean of the Qianhai Institute of International Affairs stated, "Whether globalization can continue in the next step and whether we can reverse the reverse of globalization depends on whether China can achieve precise unilateral opening up. It can be seen that countries in the West that implement unilateral opening up have their own development speed
