Looking forward to the further development of open and shared academic resources

Recently, the "PubScholar Public Welfare Academic Platform" was officially released in the Document Information Center of the Chinese Academy of Sciences. Through this platform, users can retrieve approximately 170 million resources and obtain approximately 80 million free full-text resources, including various types such as journal papers, degree papers, preprint papers, patent literature, field newsletters, scientific data, and book monographs. Academic literature is an important form for researchers to create knowledge, record and display academic achievements, and it is also the wisdom crystallization of researchers' innovation and creation. It is also the "paving stone" for scientists to continuously climb scientific heights along with previous research achievements. Since these resources are the common wealth of society and even humanity, we should adhere to the principle of maximizing value to spread, learn from, and use them on a larger scale. However, some academic platforms have built high walls in resource sharing, including unauthorized inclusion of papers and other resources. Not only do they not notify authors or distribute remuneration, but even authors themselves have to pay to download, relying on resource monopolies to profit. This behavior has been widely criticized. The emergence of public welfare academic platforms is undoubtedly conducive to dismantling the high wall of open and shared academic resources and reshaping the resource ecology of academic platforms. As the highest academic institution of natural science in China, the Chinese Academy of Sciences has the natural advantage of rich scientific research output. On the 74th anniversary of the founding of the People's Academy of Sciences, the "Public Welfare Academic Platform" was launched. With the efforts of the entire academy and the gathering of resources from all parties, we actively create a universal public welfare academic resource platform, provide public welfare academic resource services to the whole society, and create an open and efficient knowledge innovation ecosystem. This fully reflects the social responsibility and mission of the "People's Academy of Sciences", which will be conducive to building a new type of academic exchange system. 'Public welfare' and 'openness' have become hot words in the academic community for accessing resources, and are also common voices among scientists from around the world. The "PubScholar Public Welfare Academic Platform" not only conforms to the global trend of technological development, but also timely responds to the practical needs of researchers in China in promoting technological innovation driven development. The 2023 China Science and Technology Paper Statistical Report shows that for the first time, the number of papers in China has surpassed that of the United States, ranking first in the world. The rapid development of technological innovation has led to an increasing demand for academic resources such as scientific papers, patents, and data information among Chinese researchers and the general public. It is reported that the "PubScholar Public Welfare Academic Platform" gathers the scientific and technological achievements resources, scientific and technological publishing resources and academic exchange resources of the Chinese Academy of Sciences, academic resources that allow integrated services in an open access environment, and academic resources that are authorized by agreement or other cooperative construction modes. Its emergence will inevitably promote China's academic platforms towards inclusiveness, enhance healthy competition, maximize the timely and open sharing of research results funded by public funds, and promote China's scientific and technological innovation academic achievements to the international stage. In today's world, science and technology are constantly changing, and technological innovation and academic output are constantly emerging. How to improve the core competitiveness of the platform still requires continuous enrichment of academic resources, aggregation of the latest academic achievements, and improvement of platform functional services through incremental, expansion, and quality improvement measures. Only in this way can we promote a wider range of academic resource sharing and knowledge dissemination, continuously improving accuracy, intelligence, efficiency, and convenience
