At present, the "emergency and emergency" facilities in various regions are mostly used for similar purposes to traditional public infrastructure, such as parks, sports stadiums, hotels, etc. In emergency situations, they can meet the needs of emergency isolation, temporary installation, and material support after emergencies such as epidemics, earthquakes, floods, and fires. Industry insiders have introduced that traditional infrastructure construction mainly considers daily usage needs, while "emergency and emergency" public infrastructure requires its effectiveness in both daily and emergency situations, thereby effectively improving usage efficiency and public safety guarantee capabilities. This requires the construction and improvement of emergency roads, tunnels, bridges, etc. in the transportation field, the construction of energy facilities that combine daily and emergency energy supply in the energy field, and the construction of communication networks with backup functions in the communication field.
