The transformation work has achieved important phased results. The National Development and Reform Commission recently organized an on-site meeting for the exchange of experience in the transformation and development of resource-based areas and the comprehensive management of coal mining subsidence areas in China. The relevant person in charge of the National Development and Reform Commission introduced that since the 18th National Congress of the Communist Party of China, a mechanism for the transformation and development of resource-based areas with coordination, linkage, and joint management has gradually been established, and the policy system and long-term mechanism for sustainable development have become increasingly perfect. The National Development and Reform Commission, together with the Ministry of Finance, has allocated a total of approximately 250 billion yuan from the central government to support resource depleted cities, coal mining subsidence areas, and independent industrial and mining areas in addressing historical issues such as social livelihood and ecological environment. According to data released by the National Development and Reform Commission, as of 2022, nearly 60% of prefecture level resource-based cities have established national important energy resource supply bases in terms of energy resource security capabilities. In terms of economic strength, the gross domestic product of 262 resource-based cities in China has increased from 15.7 trillion yuan in 2012 to nearly 30 trillion yuan in 2022. In terms of people's livelihood and well-being, since the 14th Five Year Plan period, driven by investment support from the central budget, a total of 168000 households and 565000 people have been relocated from geological hazard prone areas in coal mining subsidence areas and independent industrial and mining areas, and 278000 old houses have been renovated and repaired. In terms of the industrial system, the proportion of resource-based industries is gradually decreasing, while the proportion of emerging and tertiary industries is steadily increasing.
