Humanoid robots integrate advanced technologies such as artificial intelligence, high-end manufacturing, and new materials, making them a new highland for technological competition and a new track for future industries. On November 2nd, according to the Ministry of Industry and Information Technology, in order to promote the high-quality development of the humanoid robot industry, the Ministry of Industry and Information Technology recently issued the "Guiding Opinions on the Innovative Development of Humanoid Robots" (hereinafter referred to as the "Guiding Opinions"). The Guiding Opinions propose that by 2025, the innovation system for humanoid robots will be preliminarily established, and breakthroughs will be made in a number of key technologies such as "brain, cerebellum, and limbs" to ensure the safe and effective supply of core components. The complete machine products have reached international advanced levels and achieved mass production. They have been demonstrated and applied in special, manufacturing, and livelihood services scenarios, exploring the formation of effective governance mechanisms and means. Cultivate 2-3 globally influential ecological enterprises and a group of specialized, refined, and new small and medium-sized enterprises, create 2-3 industrial development clusters, and cultivate and explore a batch of new businesses, models, and formats. By 2027, the technological innovation capability of humanoid robots will significantly improve, forming a safe and reliable industrial chain supply chain system, building an internationally competitive industrial ecosystem, and achieving a comprehensive strength that reaches the world's advanced level. The industry is accelerating its large-scale development, with more diverse application scenarios, and related products deeply integrated into the real economy, becoming an important new engine of economic growth. The Guiding Opinions emphasize that, guided by breakthroughs in artificial intelligence technologies such as large models, breakthroughs will be made in key technologies such as the "brain" and "cerebellum" of humanoid robots, as well as technological innovation systems, on the basis of mature robot technologies. Specifically, we need to develop a humanoid robot "brain" based on an artificial intelligence large model to enhance environmental perception, behavioral control, and human-machine interaction capabilities; Develop a "cerebellum" for controlling the motion of humanoid robots, build a motion control algorithm library, and establish a network control system architecture; Deploy the key technology group of "machine limbs" in the system, create humanoid robotic arms, dexterous hands, and legs and feet, tackle the key technology group of "machine bodies", and break through technologies such as lightweight bones, high-strength body structures, and high-precision sensing; Build and improve a technological innovation system for humanoid robot manufacturing industry, support leading enterprises to lead the formation of innovative consortia through joint production, academia, research and application, accelerate the integration of humanoid robots with cutting-edge technologies such as the metaverse and brain computer interface, and explore interdisciplinary and interdisciplinary innovation models. The "Guiding Opinions" clearly state that accelerating the application of humanoid robots in special environments, facing the needs of harsh conditions and dangerous scene operations, and strengthening the capabilities of ontology control, rapid movement, and precise perception in complex environments; Focusing on key manufacturing areas such as 3C and automobiles, enhancing the operation and task execution capabilities of humanoid robot tools, creating demonstration production lines and factories for humanoid robots, and achieving deep application in typical manufacturing scenarios. At the same time, we will expand the application of humanoid robots in healthcare, household management and other areas of people's livelihoods, meet high-quality living needs such as life, health, and accompanying care, promote the application of humanoid robots in key industries such as agriculture and logistics, and enhance the operational capabilities of human-machine interaction, flexible grasping, sorting and handling, and intelligent distribution.
