Due to the immature mental development of minors and weak risk identification and self-control abilities in online activities, it is particularly necessary for guardians to actively help children avoid various risks. For the protection of personal information of minors, home guardianship is the most crucial "shield" to achieve front-end protection and avoid risks moving backwards. In reality, many parents attach great importance to protecting their children's personal information security. However, it cannot be denied that some parents are forced to implement "mobile parenting" due to practical factors such as going out to work, resulting in ineffective prevention mechanisms such as "guardian consent" and "identity verification", which to some extent increases the risk of children's information leakage. Some parents or other guardians do not take necessary protective measures when "online chatting with their children", and disclose personal information such as their children's age and birthday in the online space. These provide an opportunity for criminals to use data integration analysis, depict "portraits", and lock in the identity of minors. It is even more alarming that currently, some illegal acts that infringe on the personal information of minors are highly covert and technical. In the context of diversified information transfer channels, some information acquirers will find ways to induce minors to engage in independent authorization, or obtain personal information of minors by designing reward mechanisms and inducing general authorization. In this situation, even if many guardians are aware of the importance of protecting personal information, it is difficult to identify and predict potential sources of risk from the complex online activities of minors, let alone provide specific and valuable information security guidance to minors. From this perspective, it is particularly important to strengthen family education in personal information protection and enhance the protection awareness and ability of guardians. However, educating minors to make reasonable use of the internet and guiding them to exercise relevant rights in the online world is not an easy task. Faced with the potential risk of information leakage at any time, guardians must constantly learn and comprehensively improve their awareness of risk prevention and practical protection capabilities for minors' personal information. Therefore, it is necessary to carry out network protection general education with skills, knowledge, and rules as the basic elements, and achieve comprehensive coordination and linkage between family education, school education, and social education. This regulation specifies that guardians of minors should educate and guide them to enhance their awareness and ability to protect personal information, and strengthen their obligations to educate, demonstrate, guide, and supervise minors' use of the internet. This undoubtedly plays a positive role in addressing issues such as the leakage or improper use of minors' personal information. At the same time, the Regulations also clarify the inclusion of online literacy education in school education and teaching activities.
