Recently, there have been multiple cases of using public funds to pay for private tourism expenses in various regions that have violated the spirit of the Central Eight Point Regulations. Paying for private tourism with public funds is a typical violation of rules and regulations. Through sorting out publicly reported cases, it was found that disguised forms of public funded tourism often occur, and there is a trend of concealment in terms of reimbursement methods, behavior methods, and other aspects. In addition to changing the itinerary for public travel under the guise of learning, training, research, and other activities, some have changed their itinerary without authorization, such as "detours" or "hitchhikes" in official travel, and some have used collective funds to reimburse travel expenses. These "carrying private goods" on official business trips highlight the concealment, complexity, and stubbornness of the "Four Winds" issue. The Second Plenary Session of the 20th Central Commission for Discipline Inspection emphasized the need to pay close attention to the issue of facelift and increase accountability for behaviors such as public funded tourism under the guise of training and inspection. The emergence of public funded tourism phenomenon is not only due to the idea of some party members and cadres seeking pleasure and taking chances, but also related to the lax and meticulous cost approval process in some units. Discipline inspection and supervision agencies in various regions should closely monitor recurring and stubborn issues, strengthen cooperation with finance, taxation and other departments, strengthen daily education, management, and supervision of party members and cadres, focus on the "four customs" issues that are prone to occur during holidays, increase investigation and punishment efforts, strengthen warning and deterrence, and seriously deal with some units and individuals' illegal public fund tourism and other issues. Units that encounter such problems should improve their internal training approval, expense reimbursement, and other related processes, starting from managing personnel, affairs, and power, clarify relevant system regulations, and do not provide opportunities for public funded tourism. The Central Eight Point Regulations are long-term and effective iron rules and hard bars, and the implementation of the spirit of the Central Eight Point Regulations must not give up. Party members and cadres should always tighten their discipline strings, imprinting discipline and rules in their hearts, and reflecting compliance and discipline in specific actions, adhering to the bottom line of integrity.
