After the implementation of the new regulations, the social security agency will usher in a series of new changes, which will benefit insured personnel. ——According to the Regulations on Simplifying Proof Materials, when employers and individuals handle social insurance affairs, social insurance agencies require them to provide proof materials other than their identity documents, which should be based on laws, regulations, and decisions of the State Council. Zhai Yanli, Director of the Social Insurance Business Management Center of the Ministry of Human Resources and Social Security, pointed out that this regulation provides clear legal provisions to address the issue of unnecessary proof materials from the source. ——The Regulations have optimized the processes for employers and individuals to handle social insurance registration, transfer and continuation of social insurance relationships, application, verification, and payment of social insurance benefits, and standardized the processing time limit. For example, the Regulations stipulate that employers should simultaneously handle social insurance registration when registering with the registration management authority. Individuals who apply for social insurance registration shall complete the application within 10 working days from the date of receipt. Employers and individuals who apply for changes or cancellations of social insurance registration shall complete the procedures within 10 working days from the date of receipt of the application. Applicants for basic pension shall complete the application within 20 working days from the date of receipt. ——The Regulations on Reducing Work Procedures have made provisions for cross departmental information sharing in social insurance registration, verification of eligibility for benefits, and other aspects. For example, the registration management authority should share information on the establishment, change, and cancellation of the employer's registration with the social insurance agency, while departments such as public security, civil affairs, health, and judicial administration should share information on the individual's birth, death, household registration, migration, and cancellation with the social insurance agency. Social security agencies should verify the eligibility for social insurance benefits through information comparison, self-service authentication, and other methods. These regulations reduce the process of handling affairs through information sharing, allowing the public to run errands less through more data. According to data from the Ministry of Human Resources and Social Security, in recent years, the human resources and social security departments have fully utilized internal data resources such as universal insurance and online monitoring, actively collaborated with departments such as public security, civil affairs, health, medical insurance, transportation, entry and exit management, finance, etc., gradually achieving information sharing and comparison, and initially achieving intangible authentication.
