Chinese Ambassador for Disarmament Calls for Effective Safeguarding of Developing Countries' Right to Peaceful Use of Science and Technology

On the 24th, Chinese Ambassador for Disarmament, Shen Jian, delivered a joint speech on behalf of 24 co sponsors of the United Nations General Assembly resolution on promoting peaceful use of international cooperation in the field of international security (the "Peaceful Use of Science and Technology" resolution) at the 78th United Nations General Assembly Committee on Disarmament and International Security, calling for the effective protection of the rights of developing countries to peaceful use of science and technology. Shen Jian said that on the occasion of the second anniversary of the adoption of the "Peaceful Uses of Science and Technology" resolution by the United Nations General Assembly, the co sponsors of the resolution reiterated that maximizing participation in the exchange and cooperation of science and technology, equipment, and materials for peaceful purposes is an inalienable right granted to all countries by international law. In the new era, the importance of peaceful use of technology for the economic and social development of countries, especially developing countries, is becoming increasingly prominent. At the same time, the potential impact of technological progress on global security cannot be ignored. The co sponsors welcome the commitments and efforts made by various countries in promoting peaceful uses and international cooperation, as well as the positive progress made at the multilateral and bilateral levels. At the same time, the right of developing countries to enjoy peaceful uses is still excessively restricted. The international community should take practical measures to ensure the effective implementation of the resolution on the peaceful use of science and technology, and jointly safeguard the rights of developing countries to peaceful use of science and technology. Shen Jian stated that the co sponsoring countries urge all parties to promote international cooperation in the peaceful use of science and technology in accordance with the resolution's requirements, and to further consider the issue of peaceful use of science and technology within the framework of the United Nations in an open and inclusive manner, including utilizing existing international, regional, and bilateral mechanisms and arrangements. Countries should continue to engage in dialogue on promoting peaceful uses and international cooperation, including identifying challenges and exploring ways to strengthen cooperation. The United Nations General Assembly resolution on promoting peaceful utilization of international cooperation in the field of international security was proposed by China, while more than 20 countries including Russia and Pakistan jointly proposed it. The resolution emphasizes the importance of peaceful use of technology and related international cooperation for economic and social development, and urges all countries to lift unreasonable restrictions on the peaceful use of technology by developing countries while fulfilling international obligations such as non-proliferation and safeguarding national security interests, balancing the promotion of non-proliferation export control goals with the right of all countries to peaceful use of technology and engage in relevant international cooperation. The resolution was passed for two consecutive years at the 76th and 77th sessions of the United Nations General Assembly, receiving widespread support. (New News Agency)
