"Liu Yuxin, Director of the Talent and Science Popularization Department of the Ministry of Science and Technology, said that the scientific literacy of the entire population in China is constantly improving, but there are significant differences in the scientific literacy of citizens among regions, urban and rural areas, and populations. The digital divide and knowledge divide still exist. What is the scientific literacy of citizens? How is it judged? According to the Outline of the National Action Plan for Scientific Literacy (2021-2035), citizens possessing scientific literacy refers to advocating the spirit of science, establishing scientific thinking, mastering basic scientific methods, understanding necessary scientific and technological knowledge, and possessing the ability to apply it to analyze and judge things and solve practical problems. The outline also proposes to regularly carry out monitoring and evaluation of citizens' scientific literacy. Experts from the China Institute of Science Popularization introduced the 12th sampling survey of Chinese citizens' scientific literacy as an example. The survey targets Chinese citizens aged 18 to 69, mainly through household interviews and a combination of quota online sample push. The survey mainly includes the scientific literacy status of citizens and its influencing factors, among which the scientific literacy status includes four dimensions: scientific spirit and ideology, scientific knowledge, scientific methods, and problem-solving ability.
