The inspection team believes that the current issues related to basic research mainly lie in: on the one hand, there are not many original theories and original innovations from 0 to 1. Some cutting-edge original theories are still in the stage of tracking and imitating, and the implementation of regulations on improving the supply capacity of technology sources still requires continuous efforts; On the other hand, the investment channels for basic research are relatively single, mainly relying on central financial allocations, and local governments, enterprises, and social forces have significantly insufficient investment.
