Some units' basic research funding mainly comes from competitive scientific research projects, and the proportion of long-term stable support is relatively low. The inspection team believes that the current issues related to basic research mainly lie in: on the one hand, there are not many original theories and original innovations from 0 to 1. Some cutting-edge original theories are still in the stage of tracking and imitating, and the implementation of regulations on improving the supply capacity of technology sources still requires continuous efforts; On the other hand, the investment channels for basic research are relatively single, mainly relying on central financial allocations, and local governments, enterprises, and social forces have significantly insufficient investment. In addition, there are also problems such as insufficient connection between basic research and applied research, and a lack of leading scientific and technological talents. In this regard, the inspection team suggests strengthening the planning and deployment of basic research, and improving the evaluation incentive, application transformation, and salary and treatment systems that match the long-term basic research cycle; Support national research institutions and high-level research universities to pilot the establishment of "Basic Research Special Zones"; Gradually improving basic research in accordance with the law
