Providing a More Perfect Legal Guarantee for Building a Strong Science and Technology Country - The Standing Committee of the National People's Congress Conducts Law Enforcement Inspections on Science and Technology Progress

2023-10-20

The Science and Technology Progress Law is a comprehensive and fundamental law in the field of science and technology in China. In order to better ensure the effective implementation of the law and promote the progress of science and technology through the rule of law, the Standing Committee of the National People's Congress formed a law enforcement inspection team to inspect the implementation of the Science and Technology Progress Law of the People's Republic of China (hereinafter referred to as the "Science and Technology Progress Law") from June to September this year. The inspection team believes that the implementation of the Science and Technology Progress Law is generally in place and has achieved significant results. Most legal provisions have been well implemented, providing strong legal guarantees for comprehensively promoting scientific and technological progress, improving scientific and technological governance capabilities, and accelerating the realization of high-level scientific and technological self-reliance and self-reliance. When the inspection team for the sound basic research support mechanism arrived at the National Pulsed Strong Magnetic Field Science Center located at Wuhan Huazhong University of Science and Technology in Hubei, the data flickered on the screen, and various instruments were continuously running. Early in the morning, this place was already bustling and bustling. This device can generate extremely strong magnetic fields, extremely low temperatures, and extremely high pressures, making it an experimental platform for creating extreme conditions for basic scientific research, "said Li Liang, the head of the National Pulse Strong Magnetic Field Science Center. Do you understand the relevant provisions of the Science and Technology Progress Law on basic research? Have you fully enjoyed the relevant policies of the country to encourage basic research? The inspection team asked carefully, and the staff answered one by one. It is understood that the implementation of relevant policies here is in good condition. During the 14th Five Year Plan period, the National Pulse Strong Magnetic Field Science Center will also comprehensively improve its facilities and create the world's largest pulse strong magnetic field science center. At present, the facility optimization and improvement project has received relevant approval, with a total investment of 2.1385 billion yuan tentatively determined. In 2021, the Science and Technology Progress Law was revised to include a new chapter that provides comprehensive and systematic provisions for "basic research". The National Pulse Strong Magnetic Field Science Center is a reflection of the increasing support for basic research in various regions. The inspection team learned that from 2012 to 2022, the total investment in basic research in China increased from 49.9 billion yuan to 202.35 billion yuan. Since 2019, the proportion of basic research investment to the total R&D investment in society has remained consistently above 6%. But at the same time, the inspection team also found that basic research is still a weak link in China's scientific and technological innovation chain. Some units' basic research funding mainly comes from competitive scientific research projects, and the proportion of long-term stable support is relatively low. The inspection team believes that the current issues related to basic research mainly lie in: on the one hand, there are not many original theories and original innovations from 0 to 1. Some cutting-edge original theories are still in the stage of tracking and imitating, and the implementation of regulations on improving the supply capacity of technology sources still requires continuous efforts; On the other hand, the investment channels for basic research are relatively single, mainly relying on central financial allocations, and local governments, enterprises, and social forces have significantly insufficient investment. In addition, there are also problems such as insufficient connection between basic research and applied research, and a lack of leading scientific and technological talents. In this regard, the inspection team suggests strengthening the planning and deployment of basic research, and improving the evaluation incentive, application transformation, and salary and treatment systems that match the long-term basic research cycle; Support national research institutions and high-level research universities to pilot the establishment of "Basic Research Special Zones"; Gradually improving basic research in accordance with the law
