National minimum wage standard for migrant workers: The highest monthly salary in 16 provinces including Beijing, Shanghai, Henan, and other provinces is no less than 2000 yuan

On the 18th, the Ministry of Human Resources and Social Security released the minimum wage standards for various provinces, autonomous regions, and municipalities across the country (as of October 1, 2023). At present, there are 16 provinces in China with a minimum monthly wage of 2000 yuan or above in the first tier. Recently, the Shandong Provincial Government issued a notice on the publication of the minimum wage standard for the province. Based on the economic and social development of Shandong Province and the increase in employee wage levels, the adjustment of the minimum wage standard has been determined after review by the Ministry of Human Resources and Social Security. The Notice specifies that the adjusted monthly minimum wage standards for Shandong Province are 2200 yuan, 2010 yuan, and 1820 yuan; The minimum hourly wage is 22 yuan, 20 yuan, and 18 yuan. The monthly minimum wage standard is applicable to full-time employed workers; The minimum hourly wage standard is applicable to part-time employed workers. Starting from September 1, 2023, the minimum monthly wage standard in Beijing will be adjusted from 2320 yuan to 2420 yuan, an increase of 100 yuan; The minimum hourly wage standard for part-time employees has been adjusted from 25.3 yuan per hour to 26.4 yuan per hour; The minimum hourly wage for non full-time employees during statutory holidays has been adjusted from 59 yuan per hour to 62 yuan per hour. From September 1, 2023, Xizang's monthly minimum wage standard of 1850 yuan will be adjusted to 2100 yuan. Meanwhile, the minimum hourly wage standard has been adjusted from 18 yuan to 20 yuan. Since the beginning of this year, Hebei, Shanxi, Guizhou, Qinghai, Anhui, Shaanxi, Shanghai and other places have successively raised the minimum wage standard. Among them, the central province of Anhui will implement the new minimum wage standard starting from March 1st, with four new monthly minimum wage standards: 2060 yuan, 1930 yuan, 1870 yuan, and 1780 yuan. This is also the first time that the monthly minimum wage in Anhui has exceeded 2000 yuan. On the other hand, according to the Minimum Wage Regulations, different administrative regions within provinces, autonomous regions, and municipalities may have different minimum wage standards. Among the 31 provinces, 8 have four levels of monthly and hourly minimum wage standards, 17 have three levels of minimum wage standards, 1 has two levels of minimum wage standards, and the remaining 5 provinces have only one level of minimum wage standards. Peng Peng, Executive Chairman of the Guangdong Provincial Association for Structural Reform Research, analyzed the First Financial Times and found that there are significant differences in wage income and living costs between large cities and small cities, as well as counties. Therefore, there will also be significant differences in the minimum wage standards. Overall, economically developed large cities also have relatively high minimum wage standards. At present, there are 16 provinces in China with the first monthly minimum wage of 2000 yuan or more, namely Shanghai, Beijing, Guangdong, Zhejiang, Jiangsu, Hebei, Shaanxi, Tianjin, Shandong, Sichuan, Chongqing, Xizang, Anhui, Fujian, Hubei and Henan. The minimum wage standard seems to have little correlation with the actual income of most workers. However, in practice, the adjustment of the minimum wage standard is conducive to the adjustment of the distribution structure and has a substantial impact on the interests of workers.
