The initiative points out that artificial intelligence is a new field of human development. At the same time, artificial intelligence technology also brings unpredictable risks and complex challenges. Artificial intelligence governance is crucial to the fate of all humanity and a common issue faced by countries around the world. Against the backdrop of diverse challenges to world peace and development, all countries should uphold a common, comprehensive, cooperative, and sustainable security concept, adhere to the principle of balancing development and security, gather consensus through dialogue and cooperation, build an open, just, and effective governance mechanism, promote the benefits of human intelligence technology to humanity, and promote the construction of a community with a shared future for mankind. The proposal details include: the development of artificial intelligence should adhere to the "people-oriented" concept, and use artificial intelligence to assist sustainable development; When providing artificial intelligence products and services to other countries, one should respect their sovereignty, strictly abide by their laws, and accept their legal jurisdiction; The development of artificial intelligence should adhere to the principle of "intelligence for good", and countries, especially major countries, should adopt a cautious and responsible attitude towards the research and use of artificial intelligence technology in the military field; The development of artificial intelligence should adhere to the principles of mutual respect, equality and mutual benefit. All countries, regardless of size, strength, or social system, have equal rights to develop and utilize artificial intelligence; Promote the establishment of a risk level testing and evaluation system; Gradually establish and improve laws and regulations; Adhere to the principles of fairness and non discrimination; Adhere to ethics first, establish and improve ethical standards, norms, and accountability mechanisms for artificial intelligence; Adhere to the principles of broad participation, consensus, and gradual progress, closely track the development of technology, conduct risk assessment and policy communication, and share best operating practices; Actively developing and applying relevant technologies for artificial intelligence governance, supporting the use of artificial intelligence technology to prevent AI risks, and improving the technical capabilities of AI governance; Enhance the representation and voice of developing countries in global governance of artificial intelligence, ensure equal rights, opportunities, and rules for the development and governance of artificial intelligence in all countries, carry out international cooperation and assistance for developing countries, and continuously bridge the intelligence gap and governance capacity gap. The initiative proposes that countries should strengthen information exchange and technological cooperation in artificial intelligence governance, work together to prevent risks, form a widely agreed framework and standards for artificial intelligence governance, and continuously improve the security, reliability, controllability, and fairness of artificial intelligence technology. We welcome governments, international organizations, enterprises, research institutions, private institutions, and individual citizens from all countries to uphold the concept of joint consultation, construction, and sharing, and work together to promote artificial intelligence governance.
