On October 12th, the 54th session of the United Nations Human Rights Council adopted by consensus a resolution on promoting and protecting economic, social, and cultural rights in the context of eliminating inequality, jointly submitted by China, Bolivia, Egypt, Pakistan, South Africa, and other countries. The resolution received widespread support from developing countries, with 80 countries joining the co sponsors. Ambassador Chen Xu, Permanent Representative of China to the United Nations Office at Geneva and other international organizations in Switzerland, introduced the draft resolution to the Human Rights Council, stating that the resolution is based on the current and future perspectives, aimed at bridging conceptual differences, taking practical actions, and establishing beneficial mechanisms. Firstly, it promotes consensus among all parties on inequality and economic, social, and cultural rights, including the relationship between economic, social, and cultural rights and inequality within and between countries The reform of international financial institutions, especially the role of improving the representation and voice of developing countries in decision-making, in promoting people's well-being and rights. The second is to call for strengthening international cooperation, promoting economic, social and cultural rights through capacity building, and jointly creating a better life, and to request the High Commissioner for Human Rights to strengthen its work in the field of economic, social and cultural rights. The third is to establish a knowledge center on economic, social, and cultural rights, providing a platform for equal exchange and mutual learning among countries on relevant issues. The current global challenges are complex and intertwined, and both developing and developed countries need to promote and protect economic, social, and cultural rights in the context of eliminating inequality. The sponsor countries, in the spirit of seeking common ground while reserving differences and building consensus, actively seek the maximum common divisor between different positions and believe that they can obtain the approval of all parties. Developing countries have expressed their gratitude to China and other sponsors, stating that the resolution strongly responds to the strong call for increased investment in economic, social, and cultural rights, as well as the construction of a fair and inclusive international order. It conforms to the historical trend of rebalancing the multilateral human rights system and is conducive to the healthy and long-term development of the international human rights cause. The European Union, as well as countries such as the United States, France, and Germany, expressed their gratitude to China for its positive efforts and willingness to participate in the consensus.
