Chen Xu stated that the global number of refugees and displaced persons has reached a record high of 126 million, and the situation is very severe. All parties should practice true multilateralism, strongly support multilateral institutions such as the United Nations High Commissioner for Refugees to play a coordinating role, mobilize resources from all parties, and form systematic solutions. Countries should increase resource investment based on the principle of "common but differentiated". Developed countries should effectively implement their aid commitments and provide more support to refugees and refugee receiving countries. UNHCR and all parties should work together to make good use of emerging technologies and provide timely and effective humanitarian relief measures to refugees. We need to increase assistance to refugees and displaced persons in Palestine, Syria, Afghanistan, and other areas to alleviate their suffering. We must adhere to addressing both the root cause and root cause, uphold the purposes and principles of the United Nations Charter, promote the resolution of differences and disputes among all parties to conflicts through dialogue and consultation, and provide opportunities for peace. We need to push development issues back to the core of the international agenda, better integrate developing countries into the international division of labor, and make development achievements more equitable and beneficial to people of all countries. Chen Xu stressed that China has put forward the concept of a community with a shared future for mankind, the global development initiative, the global security initiative and the global civilization initiative, and actively promoted the high-quality "the Belt and Road" initiative. China will implement these initiatives and propositions well, continue to deepen cooperation with the United Nations High Commissioner for Refugees and the United Nations High Commissioner for Refugees, and play a greater role in responding to the global refugee crisis.
