This week, six departments in China released the "Action Plan for High Quality Development of Computing Power Infrastructure", proposing to steadily enhance the comprehensive supply capacity of computing power. Experts stated in an interview that the action plan can further consolidate industry consensus, strengthen policy guidance, and comprehensively promote the high-quality development of China's computing infrastructure. China released the "Three Year Action Plan for the Development of New Data Centers (2021-2023)" in July 2021, aiming to build an intelligent computing ecosystem centered on new data centers. According to data released by the Ministry of Industry and Information Technology of China, as of the end of June 2023, the total size of data center racks in use nationwide exceeded 7.6 million standard racks, with a total computing power of 197EFLOPS (FLOPS refers to the number of floating-point operations executed per second, 1EFLOPS=10 ^ 18FLOPS). The total computing power has grown at an average annual rate of nearly 30% in the past five years, and the total storage power has exceeded 1080EB (EB refers to Ai Byte, 1EB=2 ^ 60 Bytes). Guo Liang, Chief Engineer of the Cloud Computing and Big Data Research Institute of the China Academy of Information and Communications, told reporters from China News Agency that the development of China's computing infrastructure has achieved significant results. However, compared with the goal of promoting the deep integration of the digital economy and the real economy, achieving high-quality economic and social development, and meeting the requirements of fierce competition in the international market, there is still a certain gap. Liu Jun, Senior Vice President of Inspur Information, believes that the contradiction between supply and demand of computing power in China remains prominent. This is mainly reflected in: high-quality computing resources are far from sufficient and relatively scattered; Imbalanced development of computing power in various regions and industries; The demand for computing power is diversified and fragmented, and there is a mismatch between computing power resources and demand. Vice Minister of Industry and Information Technology, Zhang Yunming, stated at the 2023 China Computing Power Conference held in August this year that the Ministry of Industry and Information Technology and other departments will optimize and improve top-level design, accelerate the introduction of policy measures to promote the high-quality development of computing power infrastructure. Guo Liang stated that the action plan released this time is an evolution of work after the implementation of the previous action plan. In the past three years, the industry has undergone significant changes, and a new "Action Plan" is needed to guide the development of the computing power industry in various aspects such as computing power, storage power, transportation capacity, green and low-carbon. The highlight of the newly released "Action Plan for High Quality Development of Computing Infrastructure" is that it sets clear goals from overall scale, technological innovation, and industry empowerment. For example, in terms of computing power, by 2025, the scale of computing power will exceed 300EFLOPS, and the proportion of intelligent computing power will reach 35%. In terms of storage capacity, by 2025, the total storage capacity will exceed 1800EB, with advanced storage capacity accounting for over 30%. In the action plan, the explosion of intelligent computing power, technological innovation in computing storage and transportation, and the requirements for green and low-carbon have received considerable attention from the industry. Computational power plays an important role in both artificial intelligence training and reasoning. The "2022-2023 China Artificial Intelligence Computing Power Development Evaluation Report" released by Inspur Information and IDC predicts that during the period of 2021-2026, China's intelligent computing power will have a compound annual growth rate of 52.3%, far higher than the 18.5% compound annual growth rate of General Computing Power.
