The method clearly states that demand side management of electricity refers to strengthening the management of electricity consumption in the whole society, comprehensively adopting reasonable and feasible technical, economic, and management measures, optimizing the allocation of electricity resources, implementing energy-saving, demand response, green electricity use, electricity substitution, intelligent electricity use, and orderly electricity use in the electricity consumption process, promoting the safe carbon reduction, efficiency improvement, and consumption reduction of the power system. The relevant person in charge of the National Development and Reform Commission introduced that China began to introduce electricity demand side management in the 1990s and continuously improved it in practice. Two versions of electricity demand side management methods were released in 2010 and 2017, respectively. The 2023 version of the method has mainly revised several aspects: firstly, a new chapter on demand response has been added; Secondly, expanding the content of green development; Thirdly, strengthen the bottom line thinking of power safety; The fourth is to fully utilize the new generation of information technology means.
