On the 20th, the China SCO National District Court Magistrates' Forum held its second day's agenda in Qingdao, Shandong. At the forum, judges from member countries of the Shanghai Cooperation Organization unanimously agreed that in order to combat cross-border cybercrime, member countries should actively participate in the formulation of international rules for cross-border cybercrime governance, improve the international community's cooperation system and mechanism, increase cooperation in cybersecurity assessment, risk warning, information exchange, judicial assistance, cybersecurity publicity and education, and joint crackdown, in order to effectively prevent and govern cross-border cybercrime. As one of the greatest inventions of the 20th century, the Internet has profoundly changed human production and lifestyle over the past 50 years, and has had a profound impact on economic and social development, global governance system, and human civilization process. At the same time, issues such as imbalanced development, unsound rules, and non-standard management in the field of the Internet are becoming increasingly prominent. Especially, illegal actors can easily break regional barriers and cross national boundaries in virtual cyberspace through the use of information network technology. Cross border cybercrime is highly prevalent, seriously affecting the personal and property security of people in various countries and posing a serious threat to the stable development of countries and regions. Compared to traditional crimes, cross-border cybercrime poses significant challenges for law enforcement and judicial authorities in various countries to investigate and crack down on, becoming a common governance challenge facing countries around the world. Shahram Lorestani, Deputy Prosecutor of the Islamic Republic of Iran, believes that cybercrime has unique and new characteristics, making it simpler and spreading globally. The number of extortion crimes has increased, and in most cases, the difficulty of discovering, identifying the perpetrator and preserving electronic evidence has increased. Organized cybercrime such as cyberterrorism, child pornography, and child abuse frequently occurs. Therefore, Countries urgently need to develop new and efficient criminal policies based on scientific research on cybercrime in international cooperation. The President of the Lenin District Court in Bishkek City, Kyrgyz Republic, Alkarova Kumbat Kadrovna, believes that the legal regulation of cyberspace by a single country may not be effective in combating cybercrime, as the nature of legal regulation varies among countries and the definition of the characteristics of such crimes may not be entirely consistent. Nowadays, cybercrime is becoming increasingly common, and the associated illegal fund turnover is staggering. Terrorist and criminal organizations utilize global networks. Many criminal activities are carried out using digital technology. No country in the world can address these threats alone. The attending judges believe that in recent years, the Shanghai Cooperation Organization has become an important platform for discussing the most urgent issues such as judicial cooperation in combating cross-border cybercrime. Nowadays, due to the rapid changes in the world's computer technology field, the number of global cybercrime, including member states of the Shanghai Cooperation Organization, is constantly increasing. Such cooperation is becoming increasingly practical. Kuzin Yevgeny Borisovich, President of the Court of Appeal of the Russian Federation in the third and second instance, believes that due to the widespread application of information and communication technology in various fields by countries, cybercrime not only poses a threat to domestic information security, but also poses a challenge to international information security.
