Provincial governments should take overall responsibility for the debt clearance work in the local area, promptly solve the problem of government arrears in enterprise accounts, and unlock the "chain of mutual arrears" between enterprises. Central and state-owned enterprises should take the lead in repayment. To highlight substantive repayment, strengthen policy support, coordinated scheduling, and supervision and assessment, strive to achieve a clear understanding of what should be done, and focus on building a long-term mechanism. The meeting heard a report on promoting the sustained recovery of the economy and improving supervision and research. The meeting emphasized that all regions and departments should attach great importance to and keep a close eye on the problems found in the inspection and research, treat the "problem list" as a "responsibility list", and promptly implement the rectification one by one, draw inferences from each other, expand the results of the rectification, timely "look back" on the rectification situation, and focus on promoting the implementation and effectiveness of the policies and measures that have been introduced.
