On September 18, 2023 local time, Wang Yi, a member of the Politburo of the Central Committee of the Communist Party of China and Minister of Foreign Affairs, met with Russian Foreign Minister Lavrov in Moscow. Wang Yi said that under the strategic guidance of the two heads of state, China Russia relations have maintained a healthy and stable development momentum, practical cooperation has been continuously deepened, cultural exchanges are diverse, and personnel exchanges are growing rapidly. A permanent good-neighborly friendship, comprehensive strategic cooperation, and mutually beneficial cooperation between China and Russia will continue to contribute to the development and revitalization of each country, bringing important benefits to the two peoples. Wang Yi stated that both China and Russia pursue an independent and independent foreign policy, and their cooperation is not aimed at or interfered with by third parties, let alone influenced by them. As world powers and permanent members of the United Nations Security Council, China and Russia have an important responsibility to maintain global strategic stability and promote world development and progress. Faced with the rise of unilateral behavior, hegemonism, and camp confrontation, China and Russia should follow the trend of progress of the times, demonstrate the responsibility of major powers, fulfill their international obligations, continue to strengthen strategic cooperation, adhere to true multilateralism, promote the process of world multipolarization, and promote global governance towards a more fair and reasonable direction. The Russian side is willing to work with China as a guide to prepare for the next high-level exchanges between the two countries, strengthen the docking of development plans, and deepen cooperation in various fields such as economy and trade, humanities, sports, and youth. In response to the complex and drastic changes in the international situation, Russia and China need to further strengthen coordination and cooperation within multilateral frameworks such as the United Nations and the Shanghai Cooperation Organization, and jointly uphold the basic norms of international relations. Both sides highly value the historic expansion of the BRICS countries and are willing to work together with other member states to create a "Big BRICS" platform for unity, cooperation, and common development. Lavrov stated that Russia will play the role of the rotating presidency of the BRICS countries and work with China to promote greater development of the BRICS cooperation mechanism. Lavrov introduced his views on the Ukrainian crisis and appreciated the Chinese side's position document, which takes into account the security concerns of all parties and is conducive to eliminating the root causes of the conflict. The Russian side will continue to maintain an open attitude towards negotiations and dialogue. Wang Yi stated that China has always adhered to the correct direction of peace talks and will play a constructive role in resolving the crisis politically in its own way.
