The National Health Commission, the National Medical Insurance Administration, the General Administration of Financial Regulation, and the National Drug Administration have jointly issued the "Notice on Further Promoting the Management of Dental Medical Services and Guarantees", clarifying that they will further standardize oral diagnosis and treatment behavior and improve the level of oral medical security. In terms of ensuring the supply and management of dental consumables, the notice specifies that various regions should standardize the implementation of provincial-level platform procurement for dental restoration, implantation, orthodontics and other consumables, and actively carry out centralized procurement of dental consumables on a provincial (district, city) basis or in the form of cross provincial alliances, to promote open and transparent prices of dental consumables and squeeze out price moisture. At the same time, the procurement of dental consumables in public medical institutions should be managed by medical institutions in a unified manner, and consumables supply enterprises should be strictly selected in accordance with procedures, open and fair. Dental and related medical personnel are not allowed to engage in medical consumables procurement activities on their own, and are not allowed to use medical consumables purchased and supplied by non medical consumables management departments. According to the notice, medical insurance departments in various regions have fully implemented the goal of regulating the entire process of dental service prices in accordance with relevant regulations, and carried out special management on the prices of implant implantation, dental crown implantation, bone grafting surgery, and other services in public medical institutions. For projects with high technical difficulty and risk, such as full arch restoration and dental implantation, it is allowed to widen the appropriate gap with conventional dental implantation surgery, and subsequently incorporate it into the dynamic adjustment mechanism of various regions for overall management. The notice requires that, on the basis of the fund's affordability, eligible therapeutic medical service projects and medical consumables should be included in the basic medical insurance payment scope according to procedures, and supports encouraging commercial insurance to actively play a role in reducing the economic burden on the masses.
