The work of petitioning and petitioning is closely linked to the party spirit and the people's hearts at the same time. How has the People's Court implemented the deployment of the provincial and ministerial level cadre petition work special seminar to promote the legalization of petition work? On the morning of September 6th, the Secretary General of the Central Political and Legal Commission, Hu Bai, went to the filing chamber of the Supreme People's Court to conduct research and on-site understand the progress of the People's Court in promoting the legalization of petition work. Zhang Jun, Secretary of the Party Group and President of the Supreme People's Court, participated in the research activity. The research team conducted on-site inspections of the Supreme Court Litigation Service Hall and the 12368 Litigation Service Hotline, listened to reports on the legalization of petition work in the People's Court, and conducted discussions and exchanges. Dealing with legal and litigation related letters and visits in accordance with the law is related to the fundamental interests of the vast majority of the people, as well as the unity, dignity, and authority of the national rule of law. Political and legal organs should enhance their sense of political responsibility, deeply grasp the characteristics of the current situation, and firmly resolve legal and litigation related petitions on the track of the rule of law. We must adhere to the rule of law in prevention and reduce the issue of petitions through diversified mediation and fair justice; Adhere to the legalization of acceptance, and smooth the entry of letters and visits through legal introduction and reasonable diversion; Adhere to the rule of law and promote substantive resolution through legal correction, correction of defects, and interpretation of legal principles; Adhere to the rule of law in supervision and promote the fulfillment of duties through responsibility investigation; Adhere to maintaining order and the rule of law, and steadily and orderly promote the end of the rule of law. We need to improve the pattern of joint management and multi-party participation in petition work, and continuously improve the quality and efficiency of handling legal and litigation related petition work. Zhang Jun pointed out that the legalization of petition work is an important task deployed by the Central Committee of the Communist Party of China, which is related to the hearts and minds of the Party and the people, as well as the long-term stability of the country. Courts at all levels should, under the strong leadership of the Party Central Committee and under the guidance of the Central Political and Legal Commission, strengthen confidence and determination, maintain composure and resilience, face difficulties, dare to struggle, and resolutely do a good job. We must have the awareness of 'as if I am suing', handle every complaint related case with sincerity and emotion, enhance the people's confidence in the socialist judicial system with Chinese characteristics, and lay a solid foundation for the Party's governance. We need to implement the requirements of legalization, coordinate and promote the prevention, acceptance, handling, supervision, and disposal of litigation related petitions, and ensure that litigation related petitions are resolved in accordance with the law and procedures. We need to carefully summarize and analyze the issues reported by the 12368 hotline, as well as the issues discovered during letters and visits, and strengthen targeted supervision and guidance to promote the governance of conflicts and disputes at the source. We need to widely gather various forces, fully leverage the advantages of the socialist system with Chinese characteristics, expand the "circle of friends" for resolving disputes, and involve more units, organizations, lawyers, people's mediators, and others to showcase their strengths and integrate with each other, and jointly promote the substantive resolution of complaints and petitions.
