In order to further create a demonstration highland for optimizing the business environment at ports, the General Administration of Customs, in conjunction with the National Development and Reform Commission, the Ministry of Finance, the Ministry of Transport, the Ministry of Commerce, and the State Administration of Market Regulation, jointly launched 19 reform and innovation measures in five aspects. ——Further deepen the construction of "smart ports" and promote the digital transformation of ports. Deepen the construction of a "single window" for international trade, and continue to promote reform measures such as "ship side direct delivery" for eligible imported goods, "arrival direct loading" for export goods, and "linkage unloading". ——Further support the upgrading of the foreign trade industry and promote the healthy and sustainable development of new formats. Actively explore and promote innovation in customs supervision models, optimize cross-border e-commerce customs supervision, support the construction of overseas warehouses and the development of cross-border e-commerce export consolidation, and support the establishment of a "white list" system for imported drugs at pilot ports. ——Further enhance the level of cross-border customs clearance logistics chain security and smoothness, promote the development of domestic and international "dual circulation", deepen regional logistics integration, and assist in the development of domestic and foreign trade goods on the same ship transportation; Actively promote the development of cross-border trains such as the China Europe Express and the Western Land Sea New Channel. ——Further cleaning up and regulating compliance fees for import and export links, in order to reduce burden and increase efficiency for enterprises. Since the beginning of this year, relevant departments in various regions have conscientiously implemented national policies and measures to reduce taxes and fees, continuously promoted the system of publicizing the list of port charges and dynamically updated it. ——Further take multiple measures to enhance the sense of achievement and satisfaction of the enterprise. Improve the efficiency of issuing Regional Comprehensive Economic Partnership (RCEP) certificates, continuously release the benefits of RCEP related preferential policies, and service enterprises should fully enjoy the preferential policies of free trade agreements; Improve the communication mechanism between government departments and the business community, and jointly promote the "problem clearing" of enterprises, achieving good results.
