China calls for the maintenance of international multilateral disarmament mechanisms

On the 29th, Ambassador Ren Hongyan, the Permanent Mission of China to the United Nations, delivered a speech at the high-level meeting of the United Nations General Assembly to commemorate the International Day for the Prohibition of Nuclear Tests, calling for the maintenance of international multilateral disarmament mechanisms and the rejection of Cold War mentality and camp confrontation. Ren Hongyan said that the current international security environment is undergoing the most profound changes since the Cold War, and the international arms control, disarmament, and non-proliferation system is facing unprecedented challenges. The risk of a nuclear arms race and nuclear conflict is constantly increasing. In this context, it is necessary to firmly practice true multilateralism, firmly uphold international multilateral disarmament mechanisms, including the Comprehensive Nuclear-Test-Ban Treaty, advocate for a common, comprehensive, cooperative, and sustainable security concept, resolutely resist Cold War thinking and camp confrontation, and make more efforts to achieve common security with the goal of the well-being of all people. He said that China was one of the earliest countries to sign the Comprehensive Nuclear-Test-Ban Treaty, firmly supporting the purpose and objectives of the treaty, adhering to the commitment to "suspend testing", fully participating in the work of the Treaty Preparatory Committee with a constructive attitude, and supporting the construction of the Treaty monitoring and verification mechanism. From the first day of possessing nuclear weapons, China has actively advocated for the comprehensive prohibition and thorough destruction of nuclear weapons, always adhered to the policy of not being the first to use nuclear weapons, always maintained its nuclear power at the minimum level required for national security, did not engage in a nuclear arms race, and did not deploy nuclear weapons overseas. China is the only nuclear weapon state to make the aforementioned commitment. He said that in January last year, the leaders of the five nuclear powers issued a joint statement on the prevention of nuclear war, emphasizing that nuclear weapons should not be aimed at each other or other countries. China supports the five nuclear powers to continue dialogue and cooperation on this basis and explore feasible measures to reduce nuclear risks. UN Secretary General Guterres has recently proposed that countries with nuclear weapons promise never to use them. As a feasible first step, China calls on the nuclear weapon states to first issue a joint statement on mutual non first use of nuclear weapons and initiate negotiations on the conclusion of a treaty on mutual non first use of nuclear weapons.
