Xinhua News Agency, Beijing, August 29 (Reporter Dong Ruifeng) The National Health Commission has recently issued the "Action Plan for Improving Surgical Quality and Safety (2023-2025)", which requires the use of three years to further improve the surgical quality and safety management system, and form a scientific and standardized management mechanism with clear responsibilities and smooth operation. The plan proposes 15 specific measures for medical institutions at or above the second level nationwide from four aspects: preoperative, intraoperative, postoperative risk management, and continuous system improvement. These measures include: strengthening preoperative risk management through scientific evaluation; Strict intraoperative risk management based on strengthened surgical verification; Strengthen postoperative risk management with precise management as the guarantee; Using optimization mechanisms as a means to achieve continuous improvement of the system. According to relevant personnel from the National Health Commission, strengthening surgical management is of great significance in ensuring medical quality and safety, and enhancing the people's sense of access and security in seeking medical treatment. With the advancement of medical technology and changes in disease spectrum, the types and methods of surgery are constantly changing. Continuous monitoring shows that in recent years, the median number of surgical types and cases carried out by medical institutions in China has rapidly increased. Surgical methods have also been continuously improved, and the quality and safety level of surgery has steadily improved. However, the incidence of negative events, including surgical complications and anesthesia complications, is on the rise in a few medical institutions, and further scientific management is needed. In recent years, the National Health Commission has organized the development of a series of institutional measures such as surgical grading management and surgical safety verification, which have played an important role in ensuring the quality and safety of surgery. In May of this year, the National Health Commission and the National Administration of Traditional Chinese Medicine jointly issued the "Comprehensive Improvement of Medical Quality Action Plan (2023-2025)", with the "Surgical Quality and Safety Improvement Action" as one of the five special actions established.
