On August 28th, the reporter learned that the China Disabled Persons' Federation recently announced the implementation of the National Action Plan for Disability Prevention (2021-2025) (hereinafter referred to as the "Action Plan"). Hu Xiangyang, Director of the Rehabilitation Department and Director of the China Disabled Persons' Federation, introduced that in 2022, the "Action Plan" was successfully implemented and all major tasks were well completed. In terms of preventing and controlling birth defects and developmental disabilities, the level of prevention and early intervention for newborn birth defects and developmental disorders in China has been further improved by strengthening marriage and family counseling and services, carrying out premarital and prenatal health care, and comprehensively strengthening the capacity building of prenatal diagnostic services. The national prenatal examination rate has reached 70.9%, with a target population coverage rate of 93.5% for prenatal health examinations. The prenatal screening rate has reached 85.7%, and the screening rates for genetic metabolic diseases and hearing disorders in newborns have reached 98.1% and 97.1%, respectively. The systematic management rate for children under 3 years old has reached 93.0%. Xing Ruoqi, Deputy Director of the Medical Affairs Department of the National Health Commission, introduced that in 2022, China's maternal and infant mortality rates, as well as the mortality rate of children under 5 years old, hit new historical lows. The national hospital delivery rate for pregnant and postpartum women remained stable at over 99%, and the maternal system management rate remained above 90%. In terms of preventing and controlling disability caused by diseases, relevant departments have effectively improved the level of prevention and control of chronic diseases, infectious diseases, endemic diseases, and occupational diseases by strengthening standardized management of chronic diseases, carrying out prevention and treatment of blindness and deafness, strengthening the management of patients with severe mental disorders, implementing national immunization plans and monitoring of key endemic diseases, and carrying out special management of occupational disease hazards. The vaccination rate of the immunization program for school-age children remains above 90%, and the standardized management rate of registered patients with severe mental disorders exceeds 80%. As of the end of July 2023, there are over 2300 community rehabilitation service institutions for patients with mental disorders nationwide. The next step will be to effectively increase service supply and integrate to form a unified national referral service information platform for community rehabilitation of mental disorders. In terms of preventing and controlling injuries and disabilities, the number of production safety accidents in China has decreased by 24% year-on-year. In promoting disability rehabilitation services, 407000 disabled children received rehabilitation assistance, and over 8 million disabled people received rehabilitation services.
