Egypt, Ethiopia, and Sudan have not achieved substantial results in negotiations on the "Revitalization of the Dam" issue

The Egyptian Ministry of Water Resources and Irrigation issued a statement on the 28th, stating that negotiations between Egypt, Ethiopia, and Sudan on the issue of Ethiopia's "Revitalization Dam" ended in Cairo on the same day and did not achieve substantive results. On the 27th, the three countries launched a new round of negotiations in Cairo on the issue of "Revitalizing the Dam". The Egyptian Ministry of Water Resources and Irrigation issued a statement on the 28th, stating that after years of fruitless negotiations, the new round of negotiations aims to reach an agreement on the storage and operation rules for the "Revitalization Dam". However, there has been no tangible change in Ethiopia's position during this tripartite talks. In the upcoming negotiations, all parties should adopt a "comprehensive" stance in order to produce positive results. Former Minister of Water Resources and Energy of Ethiopia, Selexi Berkeley, led a delegation to participate in the negotiations. At the beginning of the negotiations, he stated that Ethiopia has the right to use the Nile River water resources to meet the needs of the people, while firmly committing to fair and reasonable utilization of the Nile River water resources. The "Revitalization Dam" will also bring great benefits to the people of Egypt and Sudan, and Ethiopia hopes to reach a friendly solution through negotiations. The 'Revival Dam' is located on the Blue Nile, one of the two major sources of the Nile River, near the border between Ethiopia and Sudan. The Ethiopian government laid the foundation for the "Revitalization Dam" in 2011 and completed three stages of dam impoundment in 2020, 2021, and 2022. Egypt and Sudan, located downstream, are concerned that the construction of dams upstream by Ethiopia will affect their water safety and have always expressed concern about the construction of the 'Revitalization Dam'. The three countries have been negotiating for more than ten years. The three countries signed a declaration of principles in 2015, ensuring mutual respect for the interests of other countries in water resources, especially that the amount of Nile water owned by any country should not be affected. The three countries agreed to continue negotiations on other details on this basis to reach a comprehensive agreement on the dam issue. Negotiations were interrupted in April 2021 due to Ethiopia's disregard for opposition in starting to store water for the dam in 2020. In June of this year, Deputy Prime Minister and Foreign Minister Demek of Ethiopia announced that the "Revitalization Dam" was about to begin its fourth water storage operation. In early July, Ethiopian Prime Minister Abi Ahmed announced that in order not to affect downstream water use, the fourth water storage was postponed to the end of August to early September.
