Preschool education is the beginning of lifelong learning and an important component of the national education system. On the 28th, the draft of the Preschool Education Law was submitted for initial review at the 5th meeting of the Standing Committee of the 14th National People's Congress. China has passed specialized legislation to promote the popularization, inclusiveness, safety, and high-quality development of preschool education. What are the highlights of this draft law? Xinhua Perspective reporters interviewed experts and frontline practitioners in preschool education for interpretation. Point 1: Clarifying the positioning of preschool education and addressing educational shortcomings is a major livelihood project related to the happiness and sense of achievement of the general public. The person in charge of the Ministry of Education pointed out during the meeting of the Standing Committee of the National People's Congress that in recent years, China's preschool education has developed rapidly, but overall it is still a weak link in the national education system, and the contradiction of uneven and insufficient development is still prominent. The problems of "difficulty in entering kindergarten" and "high cost of entering kindergarten" still exist, and there is still a certain gap between the expectations of the people. From a horizontal perspective of China's education law system, the Compulsory Education Law, Vocational Education Law, and Higher Education Law exist as specialized laws regulating primary, secondary, and higher education. However, as part of the education system, preschool education lacks specialized legal norms. "Professor Zhan Zhongle from Peking University Law School stated that the current administrative regulations such as the" Kindergarten Management Regulations "only involve kindergarten management work, There is an urgent need to provide legislative protection for preschool education as a whole. A major highlight of the draft is its clear positioning of preschool education. The draft defines preschool education as the care and education provided by preschool education institutions such as kindergartens for children aged three to before entering primary school; Emphasizing that preschool education is an integral part of the national education system and an important social welfare undertaking. Zhang Zhiyong, director of the Education Situation Survey Center, a national high-end think tank at Beijing Normal University, believes that the draft highlights the foundational significance of preschool education in improving the quality of the entire nation, clarifies the public welfare attribute of preschool education, and will create better conditions for children's healthy growth. The draft also proposes that the country promote the popularization of preschool education and build a public service system for preschool education that covers urban and rural areas, has a reasonable layout, and is inclusive of public welfare. Zhan Zhongle stated that the draft clarifies the responsibilities of governments and relevant departments at all levels, further implementing the public welfare of preschool education, which is of great significance for safeguarding the right of school-age children to receive preschool education. Point 2: Strengthen government responsibility and curb excessive pursuit of benefits.
