From August 18th to 19th, the 2023 China Computing Power Conference was held in Yinchuan, Ningxia. In order to promote the sustainable and healthy development of the computing power industry, this conference has achieved fruitful results and released the "1268" achievement system, including "1" China Comprehensive Computing Power Index (2023), "2" national demonstration projects, "6 major actions" for ecological construction of the computing power industry, and "8 major achievements" for the future of computing power. The China Comprehensive Computing Power Index (2023) comprehensively elaborates on the connotation and definition of comprehensive computing power, constructs a comprehensive computing power evaluation index system 2.0, objectively analyzes China's comprehensive computing power situation from multiple dimensions such as computing power, storage capacity, transportation capacity, and environment, and updates the technological innovation, industrial ecology, and development trends of related industries, providing reference for China's comprehensive computing power technology innovation and infrastructure construction. The conference released "2" national demonstration projects, namely: the launch of the National Digital Twin Water Conservancy and Computing Power Ningxia Hub node, marking the first new infrastructure for water conservancy and computing power in the East and West China Hub in China to be put into operation, setting a benchmark for the construction of ecological protection and high-quality development pilot areas in the Yellow River Basin, as well as the construction of the East and West Ningxia Hub; The construction of an artificial intelligence chip adaptation base has been launched, relying on Ningxia's rich intelligent computing resources and applications to establish a stable and safe artificial intelligence chip basic software and hardware adaptation demonstration and promotion base, providing a good development and testing environment for innovation in the artificial intelligence industry. The "six major actions" for the ecological construction of the computing power industry include: the artificial intelligence industry ecological construction action, initiated by the action to support the rapid development of China's artificial intelligence industry with a hundred and ten billion yuan project; The National Industry Big Model Application Base Construction Action (China Telecom) is committed to creating the largest industry big model innovation base and demonstration application "core" area in China; The National "Hundred Rivers" Computing Power Grid Connection Action (China Mobile) promotes the integration, arrangement, and unified scheduling of "computing power+network" resources; China Unicom's Action Plan for the Construction of an Integrated Zhongwei Hub for Intelligent Computing, Training, and Promotion (China Unicom), promoting the provision of AI training and promotion integrated services; Construction Action of National Cultural Big Data Distribution Center and Identification Base (China Radio and Television), Building an Ecological System of Cultural Big Data Industry; The first digital government private domain big model training action in China (Xinhua III), creating the country's first government big model data support system. In addition, the conference released the "8 major achievements" of computing computing in the future: the new generation information technology application innovation and adaptation base, the national leading "Wanka+" intelligent computing base, the new generation ultra high-speed lossless network, the largest quantum computing cloud platform, the first fourth generation intelligent general AI server in western China, the global launch of RISC-V fusion server, the "Western Digital Valley" fund industry ecological park project, and the new generation cloud intelligent robot in China, Provide strong support for the development of the computing power industry.
