20 people conducting research and 50 people accompanying: research is not a "grand" walk through
2023-08-18
According to the People's Daily, party organizations at all levels and a large number of party members and cadres are currently busy conducting in-depth investigations and research at the grassroots level. However, there are also some party members and cadres who try to avoid problems and adjust contradictions without studying them. A research team of about 20 people went down, accompanied by over 50 people. Every day, six or seven minibuses drove by in a mighty manner, traveling seven or eight places a day. Finally, they carried a large pile of documents and materials back, cut, cut, and integrated packaging. The quality of such research reports can be imagined. More than 20 people formed a group to go to the grassroots level, and local departments at all levels arranged more than 50 accompanying personnel. Along the way, the smoke and dust billowed, and the prestige was prominent. Such a large team of people went not so much for research, but rather for sightseeing, wind gathering, and inspection. The places where teams travel and settle are often carefully selected and arranged by the local authorities. If such research can discover any problems, it is a strange thing. It is no longer easy to minimize disturbance to the people, and we hope to write high-quality research reports? To put it bluntly, such chaotic research is itself a good research topic. May I ask why there are still such large research teams organized by local governments when the central government explicitly requires no formalism and in-depth and solid research? Dozens of people are bustling underground at the grassroots level. How can we gain a deeper understanding of the true social situation and public opinion? Is the symposium listening to the leader's speech or the people's introduction? More than 50 accompanying personnel at all levels, are they accompanying or hindering the research? What can such a research team see? How can grassroots people express themselves freely? We still need to continue to ask, is this kind of group based research that follows a horse watching pattern a reasonable approach to discovering and solving problems? Everything is planned before action, and research is no exception. A "large group" of 20 people acts collectively every day, listening to the commentator read articles. How could there be a clear and specific research direction? How could we possibly discover the real problem? Even with some eyebrows, it is difficult to conduct solid research during such a tiring journey. After tossing around like this for a few days, besides making everyone very tired, it may be difficult to truly capture any "big fish", let alone solve problems for the grassroots people. In fact, as long as you really put your heart into it and plan ahead, you can definitely do things better. For example, according to the research direction and topic, personnel can be separated and divided into actions, touching the land and people, and perceiving difficulties and pain points. Isn't it like this for previous cadres who went to the countryside? Three or two people got on their bikes and set off on the road. For example, if there is a discovery on site, one can also be flexible and decide to follow the example and investigate the root cause. Only by lowering one's posture can one hear the sincerity of the people. It can be seen that the problem may not entirely lie in whether the 20 person research team is too large, but in that for some cadres, investigation and research are just a task that they have to deal with. The people have also gone, and the research report has been written. This work is considered completed. Especially from the perspective of performance evaluation, there is no problem yet. All the necessary elements for the job are complete, and the procedures are also fine. And this is precisely the biggest problem. Why are some places so playful? In between, there are perfunctory
