The socialist market economy system is an important component of the socialist basic economic system and an important institutional guarantee for promoting economic development. The socialist market economy is a great initiative of the CPC. In 1978, starting from the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, the "China Ship" started a grand journey of reform and opening up. One important reason why the reform and opening up have greatly liberated and developed the productive forces of Chinese society is that we have gradually explored and established a socialist market economy system, allowing socialism with Chinese characteristics to demonstrate strong vitality. Facing the future, it is even more necessary to persevere and further build a high-level socialist market economy system. Comrade Mao Zedong pointed out in 1958 that "commodity production cannot be confused with capitalism." The 12th National Congress of the Communist Party of China proposed that the correct implementation of the principle of planned economy as the mainstay and market regulation as the supplement is a fundamental issue in economic system reform. The 13th National Congress of the Communist Party of China pointed out that the socialist planned commodity economy system should be an internal unity of planning and the market. Comrade Deng Xiaoping pointed out that "planning and the market are both methods. As long as they are beneficial for the development of productive forces, they can be utilized. If they serve socialism, they are socialist; if they serve capitalism, they are capitalist." Socialist market economy has become the theme of the 14th National Congress of the Communist Party of China. At this point, China has made it clear that the goal of economic system reform is to establish a socialist market economy system. Entering the new century, the Party Central Committee has further deepened its understanding of the laws of socialist market economy and proposed to better leverage the fundamental role of the market in resource allocation from an institutional perspective. Since the 18th National Congress of the Communist Party of China, socialism with Chinese characteristics has entered a new era. The core issue is to handle the relationship between the government and the market well, so that the market can play a decisive role in resource allocation and better play the role of the government. The role of the market has risen from "fundamental" to "decisive", giving it a new positioning. It is a major highlight of the Third Plenary Session of the 18th Central Committee of the Communist Party of China, and an improvement in the "quality" of China's socialist market economy. It means that other forces can influence and guide resource allocation, but the decision-makers are not others,
