Can a nursing home really move home?

As one of the cities with the highest level of aging in China, Shanghai's insufficient supply of elderly care services has always been a major challenge. As early as in the 11th Five Year Plan, Shanghai proposed the "9037" elderly care policy, which means that 90% of the elderly care for the elderly through family care with the assistance of socialized services, 7% of the elderly care for the elderly through purchasing community care services, and 3% of the elderly live in elderly care service institutions for centralized elderly care. Is it possible to combine the limited resources of institutional elderly care and the lack of professional support for home-based elderly care to form a new elderly care plan that benefits the majority of "97%" with "3%" of professional strength? So, starting from 2019, Shanghai began exploring a new model called home care bed service (hereinafter referred to as "home bed service"), which, if explained in one sentence, means moving nursing homes to homes. How can we achieve this goal? What are its service features? What are the difficulties in promotion? With a series of questions, our reporter conducted an investigation. How is the pilot situation? The first pilot projects for home bed services in Shanghai have been carried out for some time in areas such as Huangpu and Jing'an. Recently, the reporter conducted on-site visits to the pilot projects of "home bed service" in Laoximen Street and Linfen Road Street. Gu Laobo and his wife Qian Abao, two residents of Laoximen Street in Huangpu District, are both over eighty years old and face difficulties in their daily lives due to inconvenience in their legs and feet. After becoming a pilot family for home bed services, life has improved significantly. Nurse Xiao Zhang comes to visit the old man's house three days a week, mopping the floor, cleaning the furniture and mats in the house, washing clothes, etc., which reduces a lot of household chores for the two elderly people. Laoximen Street in Huangpu District is located in the old city center of Shanghai. There are about 29700 people over 60 years old in the area, accounting for 40.22% of the total registered residence population. The severe aging of population structure, tight space, shortage of total elderly care resources, and imbalance in the supply and demand of beds in professional elderly care institutions are all pain points in the promotion of elderly care work. How to break the walls of professional institutions, make up for the shortage of community and home care resources, and effectively alleviate the pressure of community and home care? In 2020, Laoximen Street implemented a pilot program for home bed services, revitalized the resources of elderly care institutions within its jurisdiction, extended professional and standardized elderly care services to residents' homes, and promoted the construction of intelligent "original home" communities by combining traditional filial piety culture with intelligent elderly care systems and standardized home care services according to local conditions. During the "home bed pilot" program, the street adopted a "similar institution" approach, using the professional elderly care institution "Happy Home Care Home" within its jurisdiction as a support point, and utilizing its professional nursing team and management experience, standardized care that could only be provided in professional elderly care institutions was directly sent to the homes of the elderly in the pilot program. At the same time, effective scheduling of limited home service resources through "one network management" is carried out according to local conditions. During the pilot period, the satisfaction rate of "home care beds" in Laoximen Street reached 95%. 72 year old grandmother lay on her side in bed, 74 year old uncle sat in a wheelchair, and the room was quiet...
