Since the 18th National Congress of the Communist Party of China, the Standing Committee of the National People's Congress has formulated and revised a total of 19 laws in the field of ecological and environmental protection, is currently reviewing one law, and has also made one relevant resolution, using the strictest system and the strictest rule of law to delineate the ecological red line, safeguard green waters and mountains, and promote the construction of a beautiful China. At present, China has over 30 laws and regulations on ecological and environmental protection, over 100 administrative regulations, over 1000 local regulations, and a large number of other laws and regulations related to ecological and environmental protection, laying a solid foundation for the formation and improvement of an ecological civilization system. Looking back at China's ecological and environmental protection legislation since the 18th National Congress of the Communist Party of China, the Standing Committee of the National People's Congress has successively formulated 10 ecological and environmental protection laws, including the Law on Exploration and Development of Deep Sea Subsea Resources, the Nuclear Safety Law, the Soil Pollution Prevention and Control Law, the Biosafety Law, the Yangtze River Protection Law, the Wetland Protection Law, the Noise Pollution Prevention and Control Law, the Black Land Protection Law, the Yellow River Protection Law, and the Qinghai Tibet Plateau Ecological Protection Law, filling the legislative gaps in relevant fields, Improve the ecological civilization system. Comprehensive revisions have been made to laws such as the Environmental Protection Law, the Air Pollution Prevention and Control Law, the Wildlife Protection Law, the Solid Waste Pollution Prevention and Control Law, and the Forest Law. Significant revisions have been made to the Water Pollution Prevention and Control Law. The Marine Environment Protection Law, the Air Pollution Prevention and Control Law, and the Wildlife Protection Law have also undergone multiple revisions, making legal norms more clear and specific, enhancing enforceability and operability. In terms of legislative content, relevant laws have further strengthened systems such as environmental monitoring, environmental impact assessment, pollution discharge permits, total amount control, joint prevention and control, government responsibility, information disclosure, and public participation, and added systems such as interviews, ecological protection red lines, ecological protection compensation, and environmental public interest litigation. In terms of legal responsibility, comprehensively strengthen and coordinate the application of criminal, civil, and administrative responsibilities. In order to effectively solve the prominent problems of "low illegal costs and high compliance costs" in the field of ecological environment, ecological environment protection legislation has increased the punishment for illegal activities.
