In 33 production enterprises in 36 cities, we will implement pre inspection for new cars before leaving the factory, and exempt vehicles from inspection for registration. This will reduce the waiting time for people to queue up for work, adapt to new models of car sales such as online car sales, and better promote car consumption. Actively support the establishment of motor vehicle registration service stations in financial institutions such as banks and automotive finance companies, to facilitate one-stop loan and mortgage registration procedures for the public. Facilitate the registration of second-hand car transfers and promote the circulation of second-hand car transactions. Implement convenient measures such as the cancellation of restrictions on the relocation of second-hand cars and the "one certificate, all procedures" for the transfer registration of second-hand small buses, in conjunction with departments such as commerce and taxation. Promote the registration of motorcycles within the province through one certificate, and for those who apply for motorcycle registration, transfer registration, or residence relocation from different places within the province (district), applicants can use their resident ID card to "one certificate," without the need to submit a temporary residence certificate, facilitating the registration of people purchasing cars from different places. If local regulations and rules implement separate management policies for purchasing motorcycles, they shall be implemented in accordance with local regulations. Promote the registration of second-hand car exports in different regions and promote the development of second-hand car exports. For second-hand car export enterprises that purchase vehicles from other places, it is allowed to apply for deregistration in the location of the enterprise, and continue to promote cross provincial traffic management services. For second-hand car export enterprises that meet the conditions for issuing second-hand car transaction invoices, we actively support the establishment of motor vehicle registration service stations to facilitate one-stop registration, reduce costs and burdens, and create a good environment for second-hand car exports.
