The reporter learned that since the launch of themed education this year, tax departments in various regions have focused on the needs of taxpayers and payers, conducted in-depth investigations and research on the front line, further optimized service measures, targeted solutions to urgent and difficult problems, and effectively carried out practical tasks that benefit enterprises and the people. In the theme education, the Party Committee of Hunan Provincial Taxation Bureau adheres to problem orientation, vigorously promotes investigation and research, solidly carries out activities such as "going to the grassroots, finding problems, finding solutions, and promoting development", and strives to transform research results into practical actions to solve difficult problems and promote development. At present, out of the 71 research questions listed by the Hunan Provincial Taxation Bureau, 25 research results have been transformed and applied, achieving practical tax benefits for the people. On the basis of Zeng Guanghui, the Secretary and Director of the Party Committee of Hunan Provincial Taxation Bureau, who proposed at the first meeting of the 14th National People's Congress of Hunan Province, the proposal to establish a joint operation and maintenance mechanism for the social insurance information system of the three departments of human resources and social security, taxation, and medical insurance, the problem of joint operation and maintenance of the social insurance information system was promoted and solved as a key theme of education, and further research and judgment were conducted at the grassroots level. Through in-depth visits to enterprises, communities, hospitals, schools and other units, the research team found that the majority of social security payment disputes in the province mainly involve information system operation and maintenance issues such as the inability of insured individuals to handle business in a timely manner and the inability to query payment records in the first place. The deep-seated reasons for this are concentrated in two aspects. On the one hand, there is a large amount of data exchange between social security fees. During the peak period of data exchange, the daily average data exchange volume of the shared platforms of the human resources and social security, medical insurance, and tax departments reaches over 8 million, making data extremely prone to congestion and loss. Data transmission is not timely, and system failures often occur. On the other hand, from insurance registration, collection management, to equity recording, each department's business system has its own system, and data processing issues need to flow between multiple departments, which affects processing efficiency. Once you find the root of the problem, you need to come up with a solution. After consultation and discussion, the research team actively contacted relevant departments such as human resources and social security, finance, and medical insurance, took the initiative to draft relevant system documents, provided joint operation and maintenance venues, and submitted a special report on the relevant situation to Ulan, Secretary of the Party Group and Deputy Director of the Standing Committee of the Provincial People's Congress.
