Wu Shenkuo, Deputy Director of the Research Center of the China Internet Association, told Science and Technology Daily that its content contains three core concerns: emphasizing the multiple unity of legal and ethical governance in the application of facial recognition technology The focus is on achieving systematic connection and institutional support with various upper level legal norms, highlighting the purpose and necessity requirements of facial recognition technology application, and opening the curtain on the governance of China's facial recognition system. The relevant departments collaborate to achieve full process supervision and management. The draft for soliciting opinions points out that installing image acquisition and personal identity recognition equipment in public places should be necessary for maintaining public safety, comply with relevant national regulations, and set up prominent warning signs. The construction, use, operation and maintenance units that install image acquisition and personal identification equipment in public places shall have the obligation to keep confidential the personal images and identification information obtained, and shall not illegally disclose or provide them to the public. At the same time, organizations that install image acquisition and personal identity recognition equipment for internal management should reasonably determine the image information acquisition area based on actual needs, and take strict protective measures to prevent personal information from being leaked, tampered with, lost, or illegally obtained or utilized. From the installation of facial recognition equipment to image collection, from data processing and storage to data provision and deletion, from the accuracy and accuracy of technology applications to confidence thresholds, from technology users to product or service providers, the "Draft for Soliciting Opinions" highlights the full element supervision and full process standardization of facial recognition technology applications.
