2023-08-08
The list of top 100 counties in 2023 has been released. Recently, CCID Consulting, a subsidiary of the China Electronic Information Industry Development Research Institute under the Ministry of Industry and Information Technology, released a report on the "2023 Top 100 county-level economies in China" (hereinafter referred to as the report), analyzing 1864 county-level administrative units nationwide (excluding Hong Kong, Macao, and Taiwan). The report shows that among the top 100 counties in 2023, 54 counties have entered the "GDP 100 billion club", with Jiangsu and Zhejiang provinces maintaining a leading number of "100 billion counties". How to define "Top 100 Counties"? The report shows that in 2023, the top 100 counties of CCID have set a "double threshold" for evaluation, with GDP ≥ 60 billion yuan and general public budget revenue ≥ 2 billion yuan. A comprehensive evaluation is conducted based on four primary indicators: economic strength, growth potential, affluence, and green level, as well as eight secondary indicators and 27 tertiary indicators. From the overall distribution of the top 100 counties in 2023, the eastern region accounts for 65 seats, the central region accounts for 20 seats, the western region accounts for 14 seats, and the northeast region only accounts for 1 seat. From a provincial perspective, Jiangsu, Zhejiang, and Shandong have performed outstandingly, occupying 23, 16, and 13 seats respectively. The top ten counties and cities on the list of top 100 counties are Kunshan City in Jiangsu Province, Jiangyin City in Jiangsu Province, Zhangjiagang City in Jiangsu Province, Changshu City in Jiangsu Province, Jinjiang City in Fujian Province, Taicang City in Jiangsu Province, Cixi City in Zhejiang Province, Longkou City in Shandong Province, Yixing City in Jiangsu Province, and Changsha County in Hunan Province. How strong are the top 100 counties in China? The report shows that in terms of development level, the size of the top 100 counties is equivalent to that of economically strong provinces such as "Guangdong, Jiangsu, Zhejiang, and Shandong". The total import and export volume and total retail sales of consumer goods in the top 100 counties can be compared to that of economically strong provinces such as "Guangdong, Jiangsu, Zhejiang, and Shandong". From the perspective of development momentum, fixed assets investment has strongly driven the economic growth of the top 100 counties, and the added value of the secondary industry of the top 100 counties has exceeded that of "Guangdong, Jiangsu, Zhejiang and Shandong". From the perspective of wealth level, per capita disposable income highlights the equal importance of "enriching the people" and "strong counties" in the top 100 counties. The proportion of per capita disposable income to per capita GDP in the top 100 counties is lower than that in developed provinces, and the proportion of per capita income in urban and rural areas is relatively high. It is worth noting that among the top 100 counties in 2023, 54 counties have entered the "GDP 100 billion club". These 54 "hundred billion counties" achieved a total GDP of 8.6 trillion yuan last year, accounting for 7.1% of the national economic total; The average public budget revenue reached 10.8 billion yuan. From the ranking perspective, the top ten counties and cities among the 54 "hundred billion counties" are Kunshan City, Jiangyin City, Zhangjiagang City, Jinjiang City, Changshu City, Cixi City, Yixing City, Shaanxi Province, Changsha County, Hunan Province, and Yiwu City, Zhejiang Province. Among them, Kunshan City's GDP exceeds 500 billion yuan, ranking first. According to the relevant person in charge of CCID Consulting, six typical development models have been formed in the current "100 billion counties": firstly, the innovation driven leading model of the Yangtze River Delta urban agglomeration, represented by Kunshan City, Jiangyin City, Cixi City, Yiwu City, etc; The second is the leading model driven by industrial clusters in the Guangdong Fujian Zhejiang coastal urban agglomeration, represented by Jinjiang City, Nan'an City, etc; The third is the regional integration driven leading model of the Changsha Zhuzhou Tan urban agglomeration, represented by Changsha County, Liuyang City, and Ningxiang City; The fourth is represented by Longkou City and Jiaozhou City
