Zhejiang: Exploring Self paid Dining in Designated Places and Implementing the Provincial Pilot Reform of Official Meals

Recently, the pilot work meeting for the reform of official meals in Zhejiang Province was held in Changshan County, Quzhou City. Quzhou City, as one of the two pilot cities in the province to carry out the reform of official meals, has currently opened up 512 canteens of all levels in cities, counties, and townships. Through digital means, we have explored the development of official meal reform applications on the "Zhezhengzhou" app, achieving self scanning and payment for official meals, universal use of one code, and payment by one code. The reform of official meals means that when public officials carry out general official activities within the province, the reception unit assists in arranging self paid meals at designated places. Promoting the reform of official meals is a measure to solve the problem of illegal eating and drinking from a systemic perspective, and is a specific action taken by party and government agencies to take the lead in tight living. "Relevant officials from the Zhejiang Provincial Commission for Discipline Inspection and Supervision stated, From the investigation and punishment of mental problems in violation of the eight central regulations in the province in recent years, the proportion of illegal eating and drinking problems ranks among the top, such as issuing reception official letters after the incident, having multiple meals in one letter, eating false official letters, and receiving beyond the standard, hidden variations often occur. The province is deeply implementing the reform of official meals, while addressing the demand for meal security during official business trips, preventing the risk of corruption in official receptions from the source, and achieving a new style of work through rigid institutional constraints. It is understood that the pilot project in Zhejiang Province will be carried out in two cities, Quzhou and Zhoushan, as well as 18 counties, including Yuhang District, Linping District, Yinzhou District, Yuyao City, Longwan District, and Taishun County in Hangzhou. It will cover all districts and cities in the province, and areas not included in the pilot project. The government affairs management department will also synchronously promote reform work based on local conditions. Before conducting pilot projects within Zhejiang Province, some cities and counties (cities, districts) have already begun exploring the reform of official meals. The "dining code" of this canteen is posted in the cafeterias of various levels of units in counties and townships of Quzhou City. Official business travelers can simply scan the code through the "Zhezheng Nail" to have meals. Since the reform, the city's official reception expenses have decreased by about 30% year-on-year, and it is expected that the city can reduce official reception expenses by 15 million yuan annually. Local exploration takes the lead, providing a feasible path for the pilot work in the province. According to the reform plan, the pilot program for the reform of official meals in Zhejiang Province will gradually connect the four levels of provinces, cities, counties, and townships, connect the canteens and dining points of various departments and units, and regulate the charging standards for meals, and standardize the payment channels for official meals according to local conditions. In terms of the selection of dining locations for official meals, Zhejiang Province has specified that all government cafeterias in the pilot area will be included as designated dining points for official meals. In response to the actual situation where there are no government cafeterias in some remote and inconvenient towns and villages, several restaurants will be selected as designated meals based on actual needs, managed and operated in accordance with standard specifications. The Provincial Office Affairs Management Bureau will establish a special work team, and the Provincial Commission for Discipline Inspection and Supervision, as well as the Provincial Department of Finance, will strengthen coordination, guidance, and supervision. Each pilot city and county will simultaneously establish a pilot work leadership group, establish a special work team, formulate detailed plans, and promote the pilot work in a list manner to form a work force. At present, the reform of official meals is in the initial stage of pilot projects. We will further clarify the key points and tasks of supervision according to the pilot plan, implement and supervise at all levels, strengthen organizational support, and continuously strengthen the central government's eight measures with strong measures
