Zhang Jun, the Permanent representative to the United Nations to the United Nations, said at the Security Council's high-level open debate on conflict and food security on the 3rd that food insecurity is essentially the result of inadequate and unbalanced development worldwide. Action on food security is better than anything else. China has always made contributions to maintaining international food security with positive action. Zhang Jun said that the current global food security situation is more serious. China supports the United Nations agencies to play their professional advantages and coordination role, mobilize the international community, especially developed countries, to increase Humanitarian aid, and alleviate the urgent needs of the people of the countries concerned. The international community should work together to promote the implementation and effectiveness of Security Council resolutions such as 2417, adhere to political resolution of disputes, and break the vicious cycle between conflict and hunger. Zhang Jun stated that the food crisis is intertwined with other traditional and non-traditional security issues. Without the common security of the international community, it is difficult to have sustainable food security. The international community should firmly establish the concept of common security and firmly oppose unilateral sanctions, "decoupling and chain breaking," disrupting market order, and suppressing other countries' enterprises that affect international food security and global cooperation. China urges relevant countries to immediately stop such practices that lack legal basis and violate fairness and justice. Zhang Jun stressed that the food issue should be addressed within the framework of Global macro policy coordination and sustainable development. Developed countries should cancel unreasonable Agricultural subsidy, adopt responsible monetary policies, and reduce the impact of imported inflation, exchange rate fluctuations and other factors on food security in developing countries. At the same time, it is necessary to effectively fulfill official development assistance commitments, and not engage in technology lockdowns or "small courtyards and high walls". Instead, we should accelerate the transfer, application, and knowledge sharing of technologies such as biology, digital, and space, and create better conditions for developing countries to strengthen capacity building and sustainable development. Zhang Jun pointed out that the biggest victims of the food crisis are all developing countries, which is closely related to the long-standing unjust and unreasonable food production and trade system and international governance system. The international community should take the Sustainable Development Goals Summit in September this year and the Summit for the Future next year as an opportunity to improve international food and agriculture governance from the institutional and rule levels, focusing on increasing the representation, voice and decision-making power of developing countries, lifting the restrictions of unilateral sanctions on food production and exports, combating speculative capital and price monopoly, and building a safe, stable, unimpeded, efficient, open, inclusive, mutually beneficial and win-win production and supply chain system, Build a more fair and reasonable international food trade order. Zhang Jun emphasized that action is superior to everything on the issue of food security, and China has always made contributions to maintaining international food security through positive actions. China has put forward the global development initiative and the international food security cooperation initiative, advocated practical cooperation in the food field, carried out agricultural cooperation with more than 140 countries and regions, promoted more than 1000 agricultural technologies to developing countries, trained more than 14000 Hybrid rice professionals for more than 80 developing countries, launched the construction of 13 agricultural development and poverty reduction demonstration villages in Africa, and provided emergency food aid to countries in need.
